On December 08, 2024, the Ministry of Home Affairs of Vietnam issued Official Dispatch 7968/BNV-CCVC regarding the orientation for developing plans to assign and organize officials and public employees and those working under labor contract policies when reorganizing the administrative apparatus.
With the aim of assigning and organizing officials and public employees during the process of reorganizing the apparatus according to the policies and orientations of the Central Steering Committee and the Government of Vietnam Steering Committee on the overall summary of the implementation of Resolution 18-NQ/TW to ensure the development of a team of officials and public employees with an appropriate quantity and structure, possessing qualities and capabilities to meet the requirements and tasks of each agency, organization, and unit in the new era.
The Ministry of Home Affairs of Vietnam has outlined 05 principles for developing a plan to assign and organize officials when streamlining the apparatus as follows:
(1) Ensure the comprehensive leadership of the party committee, party organization in assigning and organizing cadres according to the directives of the Communist Party and the law. officials and public employees must strictly adhere to organizational assignments and decisions by the competent authority. The head of the party committee, agency, organization, or locality takes responsibility in assigning and organizing officials and public employees within their management scope, ensuring the objectives set by the Central Committee.
(2) The assigning and organizing of officials must be executed seriously, cautiously, scientifically, and rigorously; ensuring democracy, openness, transparency, with specific principles and criteria suitable to the actual situation of the team of officials and public employees and the task requirements of each ministry, central authority, and local authority; paying attention to the assignment and use of officials with outstanding abilities, responsibility, and dedication to work, meeting task requirements in the new situation.
(3) Link the assignment and organization of personnel with streamlining staff, restructuring the team of officials and public employees in each agency, organization, or unit; conduct reviews and evaluations of the quality of the team of officials and public employees based on job position requirements in the new agency, organization, unit to implement personnel assignment, streamline staff and restructure the team.
(4) The selection, assignment, and organization of leadership and management officials and public employees must be based on capabilities, strengths, reputation, work experience, specific work results consistent with the functions, tasks of the new organization, especially for the heads. At the same time, it must ensure the standard of positions in accordance with the Communist Party's regulations, the law, associated with the structure and planning of the party committee to prepare well for the personnel work of the Party Congresses at all levels progressing to the 14th National Congress of the Communist Party.
(5) Pay attention to and fully implement, promptly the policies for officials and public employees according to the Government of Vietnam's regulations and the regulations of ministries, central authorities, and local authorities, ensuring that within 05 years the assignment for redundant officials and public employees is completed and managing, using the staff positions according to the overall requirements of the Politburo at the new agency, organization, unit formed after the assignment (starting from the date the competent authority approves the Scheme).
