From January 1, 2025, there will be 08 types of vehicles equipped with and using priority vehicle signal devices in Vietnam.

On November 15, 2024, the Government of Vietnam issued Decree 151/2024/ND-CP detailing and providing measures to implement certain articles of the Road Traffic Order and Safety Law 2024.

08 types of vehicles equipped with and using priority vehicle signal devices in Vietnam from January 01, 2025

According to Article 18 of Decree 151/2024/ND-CP, the following types of vehicles in Vietnam shall be equipped with, and use priority signal devices from January 1, 2025:

- Fire fighting vehicles from the Fire Fighting Police and other agencies deployed for fire fighting duties.

- Military forces' vehicles on urgent duty, including: vehicles executing fire fighting command, rescue command, combat command, vehicles conducting rapid communication tasks, military convoy command vehicles, vehicles on military control duty, military vehicle inspection, convoy protection; vehicles performing arrest, search, or other investigative activities, escorting suspects, defendants, prisoners; engaged in anti-terrorism missions.

- Police forces' vehicles on urgent duty, including: Traffic Police vehicles on patrol, inspection, control, command, direction, investigation, and traffic accident resolution duties; vehicles on security guard duty; vehicles on rescue missions; vehicles involved in arrest, search, or other investigative activities, escorting suspects, defendants, prisoners; rapid communication vehicles; vehicles on anti-riot, crowd dispersal, public order disturbance tasks; vehicles on anti-terrorism and hostage rescue missions.

- Prosecutorial forces' vehicles on urgent duty, including: vehicles performing arrest, search, or other investigative activities.

- Traffic Police escort vehicles.

- Ambulances on emergency duty.

- Dike protection vehicles on duty; vehicles undertaking disaster relief, epidemic management, and natural disaster recovery missions.

- Vehicles performing duties in emergency situations as prescribed by law, including vehicles serving the Command Committee, vehicles serving functional forces mobilized to carry out duties upon the declaration of emergencies.

Regulations on priority signal devices in Vietnam from January 1, 2025

The priority signal devices include: priority signaling lights, priority signaling horns, priority flags.

The installation of priority signal devices is regulated as follows:

- Automobiles: priority signaling lights are installed on the vehicle roof; priority signaling horns are installed inside or on the vehicle roof; priority flags are installed on the left side of the front of the vehicle.

- Motorcycles: priority signaling lights are installed on the crash bar; priority signaling horns are installed at the vehicle's front; priority flags are installed on the vehicle front, left side of the driver.

- For police force vehicles, prosecutorial force vehicles on urgent duty, Traffic Police escort vehicles, when installing priority signaling lights, the red light should emit on the left side, the blue light on the right side of the driver.

Regarding the management of priority signal devices:

- Priority vehicles installing priority signal devices must have a permit to use priority signal devices issued by competent authorities.

- Agencies, organizations, and individuals may only install and use priority signal devices on vehicles listed under Article 18 of Decree 151/2024/ND-CP.

Note: The business activities related to priority signal devices must ensure the security conditions and order for certain conditional investment or business industries as prescribed by law.
