The use of pagination seals and hanging seals on documents of agencies and organizations is quite common in practice to ensure the legitimacy of the documents. However, what is the correct standard for affixing pagination seals and hanging seals?
Regarding the specifications for affixing overlapping seals and hanging seals, Decree 30/2020/ND-CP stipulates as follows:
1. Affixing Overlapping Seals
An overlapping seal is a stamp used on the left or right margin of documents comprising two or more pages to ensure the authenticity of each page of the document and prevent alterations or discrepancies in the content.

The affixing of overlapping seals on paper documents is regulated by the head of the agency or organization.
The overlapping seal is affixed in the middle of the right edge of the document or its appendix, overlapping a portion of the sheets; each seal may cover a maximum of 05 sheets of the document.
2. Affixing Hanging Seals
A hanging seal is the stamp of an agency or organization used on the first page, overlapping a part of the name of the agency, organization, or the title of the appendix attached to the main document. Affixing a hanging seal on a document does not confer legal validity on the document but merely asserts that the document with the hanging seal is part of an administrative document.

In practice, agencies often affix hanging seals on certain internal documents for notification or dissemination, most commonly on the top left corner of financial invoices.
The affixing of hanging seals on paper documents is also regulated by the head of the agency or organization.
Organizations and individuals engaged in clerical tasks need to be mindful of this regulation to present administrative documents or state agency documents correctly in form and manner as stipulated by law.
