The Central Executive Committee of Vietnam issued Regulation 231-QD/TW dated January 17, 2025, concerning the protection of anti-corruption, wastefulness, and negative combatants.

According to Article 4 of Regulation 231-QD/TW dated January 17, 2025, the protection content for anti-corruption, wastefulness, and negative combatants includes:

- Anti-corruption, wastefulness, and negative combatants, as well as their relatives, are granted protection for identity confidentiality and other personal information; life, health, property, honor, dignity, position, employment; other legitimate rights and interests as stipulated by law.

- Protective measures, authority, sequence, procedures, and duration of protection are implemented complying with the current legal provisions.

Responsibility of Party Committees, Party Organizations, and leaders in protecting individuals particiapting in anti-corruption, wastefulness, and negative conducts in Vietnam

The responsibility of Party Committees, Party Organizations, and Leaders in protecting anti-corruption, wastefulness, and negative combatants as per Article 6 of Regulation 231-QD/TW dated January 17, 2025, is set forth as follows:

* Responsibility of Party Committees, Party Organizations

- Lead, direct, and organize the implementation of the Communist Party regulations and State laws regarding the protection of anti-corruption, wastefulness, and negative combatants.

- Regularly inspect and supervise Party Committees, Party Organizations, and Party members in the work of protecting anti-corruption, wastefulness, and negative combatants to promptly rectify, handle violations, and deficiencies of organizations and individuals.

- Within their scope of responsibility and authority, direct and require competent authorities to verify, decide on protection; develop programs, plans, execute protective measures; coordinate the organization in implementing protection; promptly resolve arising difficulties in applying protective measures.

- Proactively detect, promptly handle, or propose competent authorities to handle violations in the work of protecting anti-corruption, wastefulness, and negative combatants; cooperate with anti-corruption, wastefulness, and negative combatants to request functional agencies to compensate for damages to combatants as per the Communist Party regulations and State laws.

- Proactively propose, suggest amendments, supplements to legal regulations; periodically report to Party Committees, superior competent agencies on the work of protecting anti-corruption, wastefulness, and negative combatants.

- Timely commend, honor or propose competent authority to commend, honor organizations, individuals with achievements in fighting against corruption, wastefulness, and negatives.

* Responsibility of the Head of Party Committees, Party Organizations

- Lead, direct, organize the implementation of Communist Party regulations, State laws on protecting anti-corruption, wastefulness, and negative combatants.

- The head takes responsibility for his/her decisions; takes the lead, exemplary, impartial in fulfilling the responsibility of protecting anti-corruption, wastefulness, and negative combatants; proactively fights against covering up corruption, wastefulness, and negatives.

- Proactively propose, discuss within standing groups, executive boards of Party Committees, authorized Party Organizations to promptly review, decide on policies, protection measures for anti-corruption, wastefulness, and negative combatants. Direct functional agencies to coordinate the implementation of protection decisions, plans by the assigned Party Committees, Party Organizations, competent agencies.

- Direct frequent inspection, supervision of subordinate Party Committees, Party Organizations in implementing policies, regulations of the Communist Party, State laws on protecting anti-corruption, wastefulness, and negative combatants.

- Be accountable for any violation of Communist Party regulations, State laws in the work of protecting anti-corruption, wastefulness, and negative combatants within their organization, agency, unit.

- Direct competent authorities to apply protective measures; notify in writing to anti-corruption, wastefulness, and negative combatants in cases where protection is not granted or is terminated.

Regulation 231-QD/TW takes effect from January 17, 2025, and is disseminated to Party units.
