Official Telegram 13: Urgent request to compile projects with long-standing difficulties, obstacles, and backlogs in Vietnam

To promptly resolve difficulties and obstacles for projects nationwide, preventing administrative accountability and wastage of resources, the Prime Minister of the Government of Vietnam requests relevant units to focus on executing the tasks stipulated in Official Telegram 13/CD-TTg 2025 as follows:

- Ministers, Heads of ministerial-level agencies, agencies under the Government of Vietnam, Chairpersons of the People's Committees of provinces and centrally-run cities are urgently required to meticulously review, fully aggregate projects with long-standing difficulties and obstacles according to templates and contents requested by the Ministry of Planning and Investment in document 10339/BKHDT-TTr 2024, and submit them to the Prime Minister and the Ministry of Planning and Investment no later than February 15, 2025; they are accountable to the Government and Prime Minister of Vietnam for the completeness and accuracy of the information, contents, and data reported and proposed.

- After February 15, 2025, ministries, agencies, and localities that have not yet submitted the review reports addressing difficulties and obstacles related to the projects to the Prime Minister and the Ministry of Planning and Investment, the Prime Minister of Vietnam shall assign the Government Inspectorate of Vietnam to conduct inspections to assess accountability and strictly handle as per regulations of the Central Steering Committee for Anti-Corruption, Waste, and Negative Acts.

- Deputy Prime Minister Permanent of the Government of Vietnam Nguyen Hoa Binh is assigned to direct ministries, agencies, and localities to execute the assigned tasks, handle emerging issues within his competence, and report to the Prime Minister of Vietnam on matters beyond his authority.

The Office of the Government of Vietnam is tasked with monitoring and urging ministries, agencies, and localities to execute the tasks assigned in Official Telegram 13/CD-TTg 2025.
