The following article pertains to the establishment of a list of narrow, interspersed parcels in Lam Dong from February 15, 2025, as stipulated in Decision 08/2025/QD-UBND.

On February 5, 2025, the People's Committee of Lam Dong Province issued Decision 08/2025/QD-UBND regulating the review, public announcement, and compilation of a list of narrow, interspersed parcels, along with the allocation and leasing of such parcels managed by the State in Lam Dong Province.
According to Article 3 of Decision 08/2025/QD-UBND, the process of reviewing, publicly announcing, and compiling a list of narrow, interspersed parcels in Lam Dong is as follows:
- Annually, the People's Committees of communes, wards, and district-level townships (hereinafter referred to as commune-level People's Committees) conduct a review of narrow, interspersed parcels managed by the State within the area; determine the location, area, boundary, current usage status, project parcel for public purposes, and project allocation or lease to adjacent land users; compile a list of narrow, interspersed parcels directly managed by the State according to the List Template issued with Decision 08/2025/QD-UBND and ensure the criteria specified in Clause 1, Article 47 of Decree 102/2024/ND-CP.
- After compiling the list of narrow, interspersed parcels, the commune-level People's Committee proceeds to announce on local media platforms; publicly post at work offices, cultural houses, and community gathering points in villages and residential groups where the narrow, interspersed parcels are located for at least 30 days from the date of public announcement; concurrently, send documents to gather opinions on land use needs from adjacent land users.
- Within 15 days from the end of the public announcement as stipulated in Clause 2, Article 3 of Decision 08/2025/QD-UBND (with documented conclusion of publicization), the commune-level People's Committee is responsible for accommodating and explaining the recommendations of land users (if any) and making them public at the office of the commune-level People's Committee, cultural houses, and community gathering points in villages and residential groups to inform; complete the list of narrow, interspersed parcels to report to the district or city-level People's Committee (hereinafter referred to as district-level People's Committee).
- Within 15 days from receiving the report on the list of narrow, interspersed parcels, the district-level People's Committee conducts a review of the criteria specified in Clause 1, Article 47 of Decree 102/2024/ND-CP.
+ In the case where the list of narrow, interspersed parcels meets the criteria, the district-level People's Committee proceeds to publicly announce; concurrently, send to the commune-level People's Committee where the land is located, the provincial People's Committee to publicly announce the review results as stipulated;
+ In the case where the list of narrow, interspersed parcels does not meet the criteria, the district-level People's Committee is responsible for requesting the commune-level People's Committee to review, revise, and supplement as regulated.

Refer to Decision 08/2025/QD-UBND, which takes effect from February 15, 2025. Decision 21/2022/QD-UBND of the provincial People's Committee regulating the review, public announcement of the list of narrow parcels directly managed by the State, gathering opinions from the public, and publicizing the allocation and leasing of small parcels for public purposes or allocation, leasing to adjacent users within Lam Dong Province expires from the effective date of Decision 08/2025/QD-UBND.
