Organizations and individuals are responsible for providing information and reporting on programs and projects guaranteed by the Government of Vietnam in accordance with regulations, ensuring timeliness and completeness of content.

The Ministry of Finance has just issued Circular 58/2018/TT-BTC guiding the forms and templates for providing information and reporting for programs and projects guaranteed by the Government of Vietnam.
Organizations and individuals are responsible for providing information and reporting on time, with complete content as stipulated. Individuals and legal representatives of organizations providing information and reports are responsible for the accuracy and truthfulness of the information and reports provided.
To be specific, regarding the provision of information and reporting on the loans and bond issuances guaranteed by the Government of Vietnam for enterprises during the disbursement process, the document is prepared by the serving bank as stipulated at Point b, Clause 3, Article 22 of Decree 91/2018/ND-CP.
The semi-annual report on the performance of commitments by the guaranteed parties during the implementation period of the loans guaranteed by the Government of Vietnam is as stipulated at Point d, Clause 3, Article 22 of Decree 91/2018/ND-CP.
The periodic report is prepared by the guaranteed parties as stipulated at Clause 1, Article 39 of Decree 91/2018/ND-CP. The quarterly periodic report on the status of disbursements and debt repayments is prepared according to the template in Appendix 4, attached with Form 4a of this Circular.
In cases where the semi-annual periodic report is prepared based on the aggregated data from the quarterly periodic reports on disbursements, debt repayments, and explanation of the project's implementation status and capital usage, it is prepared according to the templates in Appendix 4, attached with Forms 4b and 4c of this Circular, and submitted together with the periodic reports for the second and fourth quarters annually.
This Circular takes effect from September 1, 2018.
