According to Circular 36/2013/TT-BCT, the process of assessment and approval of the national industrial encouragement plan in Vietnam is carried out as follows:

1. Grassroots-level assessment

- For national industrial encouragement schemes registered by the Department of Industry and Trade in Vietnam and schemes of other units implemented on the scale of a province/municipality:

- Provincial industrial encouragement centers and units implementing schemes in the locality shall prepare national industrial encouragement scheme dossiers according to the provisions at Point a, Clause 1, Article 10 of Circular 36/2013/TT-BCT to send to the Department of Industry and Trade in Vietnam for grassroots-level assessment;

- The Director of the Department of Industry and Trade in Vietnam organizes the grassroots-level assessment of national industrial encouragement schemes. The assessment is conducted by the Council or the advisory apparatus of the Director of the Department of Industry and Trade in Vietnam. In the case of establishing a Council, the Director of the Department of Industry and Trade in Vietnam shall select the Council's composition and decide the establishment. After the assessment, the national industrial encouragement schemes are aggregated according to Form No. 2, Appendix 1 of Circular 36/2013/TT-BCT. The scheme dossiers are sent to the Agency for Regional Industry Department for assessment; and concurrently sent to the provincial People's Committee for reporting.

- For schemes and tasks undertaken by the national industrial encouragement centers at regions and schemes of other units implemented on the scale of many provinces/municipalities: The scheme dossiers are sent directly to the Agency for Regional Industry Department for assessment.

2. Ministerial-level assessment

The Director of the Agency for Regional Industry Department organizes the ministerial-level assessment of national industrial encouragement schemes and tasks. The assessment is conducted by the Council or the advisory apparatus of the Director of the Agency for Regional Industry Department. In the case of establishing a Council, the Director of the Agency for Regional Industry Department shall select the Council's composition and decide the establishment. After the assessment, the schemes and tasks are aggregated into the national industrial encouragement plan.
