Vietnam: Tasks of specialized clinic for HIV/AIDS and Substance Addiction Treatment

This is a notable content of the Circular No. 02/2015/TT-BYT of the Ministry of Health of Vietnam on functions, tasks, powers and organizational structure of the Centers for HIV/AIDS Prevention and Control in the provinces and central-affiliated cities.

According to the Appendix issued together with Circular No. 02/2015/TT-BYT of the Ministry of Health of Vietnam, tasks of the HIV/AIDS specialist clinic (or HIV/AIDS and Substance Addiction Treatment Clinic) of the Centers for HIV/AIDS prevention and control in provinces and central-affiliated cities are specified as follows:

- Outpatient examination and treatment for HIV-infected people;

- Alternative examination and treatment for people addicted to opiates and other addictive substances;

- Act as the focal point, coordinate with the Faculty of Treatment Management, the Faculty of Communication and Intervention and related units to implement HIV/AIDS treatment and alternative treatment for students, trainees, inmates and prisoners (hereinafter referred to as the object of management) in compulsory education institutions, reformatory schools, medical treatment establishments, detention camps and prisons (hereinafter referred to as management establishments) in accordance with law;

- Coordinate with the Department of Planning and Finance to pay for HIV/AIDS treatment, alternative treatment and substance addiction treatment services from local health insurance sources;

- Dispense HIV treatment drugs, replacement therapy drugs, drugs for substance addiction treatment to patients, opiate addicts and other drug addicts;

- Preserve and manage drugs, supplies, equipment, and books to serve the treatment of patients in accordance with law;

- Comply with the statistical and reporting regime as prescribed by law;

- Perform other duties and powers assigned by the Center Director.
