Below are the regulations regarding agencies and organizations responsible for reporting the implementation status of bidding activities in Vietnam from March 1, 2025.

The Minister of Planning and Investment of Vietnam issued Circular 23/2024/TT-BKHDT on December 31, 2024, detailing the templates for requirement dossiers, evaluation reports, appraisal reports, inspection, and reports on the performance of bidding activities.
Article 3 of Circular 23/2024/TT-BKHDT stipulates the agencies and organizations tasked with reporting on the performance of bidding activities as follows:
(1) Annually, the Ministry of Planning and Investment compiles and reports to the Prime Minister about the national bidding activities.
(2) Ministries, ministerial-level agencies, Government bodies, other central agencies, provincial People's Committees, state-owned enterprises, and other agencies and organizations subject to the application as per Article 2 of the Procurement Law, report the performance of bidding activities annually in their jurisdictions, sectors, or fields on the National Bidding System or send written reports to the Ministry of Planning and Investment when confidentiality is required.
(3) Departments of Planning and Investment, units tasked with managing bidding activities assist ministries, ministerial-level agencies, Government bodies, other central agencies, provincial People's Committees, state-owned enterprises, other agencies, and organizations in urging and compiling annual performance reports of investors and bidders within their jurisdiction, sector, or field of management.
(4) Investors and bidders report their bidding project activities to the Departments of Planning and Investment or the relevant management unit mentioned in (3).
The reporting timeline for the performance of bidding activities is as follows:
(1) The Ministry of Planning and Investment reports to the Prime Minister in the second quarter of the year following the reporting period.
(2) Ministries, ministerial-level agencies, Government bodies, other central agencies, provincial People's Committees, state-owned enterprises submit reports on the National Bidding System by February 01 of the year following the reporting period. If this date coincides with a weekly or public holiday, the reporting date is the first working day after the holiday.
(3) Investors and bidders submit annual performance reports according to the reporting deadline requirements of the Department of Planning and Investment or the relevant management unit for bidding activities.
Additionally, the agencies and organizations report on the performance of bidding activities as follows:
- Annually, the Ministry of Planning and Investment compiles and reports to the Prime Minister about the national bidding activities.
- Ministries, ministerial-level agencies, Government bodies, other central agencies, provincial People's Committees, state-owned enterprises, and other agencies subject to the application as per Article 2 of the Procurement Law 2023 report annually on the bidding activities within their jurisdictions, sectors, or fields on the National Bidding System or send written reports to the Ministry of Planning and Investment when confidentiality is required.
- Departments of Planning and Investment, units tasked with managing bidding activities assist ministries, ministerial-level agencies, Government bodies, other central agencies, provincial People's Committees, state-owned enterprises, other agencies, and organizations in urging and compiling annual performance reports of investors and bidders within their jurisdiction, sector, or field of management.
- Investors and bidders report their bidding project activities to the Departments of Planning and Investment or the relevant management unit specified in clause 3, Article 3 of Circular 23/2024.
