Vietnam: Regulation on tasks of the Laboratory Department of Centers for HIV/AIDS Prevention and Control

Recently, the Ministry of Health of Vietnam has issued the Circular No. 02/2015/TT-BYT on functions, tasks, powers and organizational structure of the Centers for HIV/AIDS Prevention and Control in the provinces and central-affiliated cities.

According to the Appendix issued together with Circular No. 02/2015/TT-BYT of the Ministry of Health of Vietnam, tasks of the Laboratory Department of Centers for HIV/AIDS Prevention and Control of provinces and central-affiliated cities are specified as follows:

- Formulate an activity plan on testing for HIV/AIDS prevention and control and send it to the Planning and Finance Department for summarization, submission to competent authorities for approval and implementation after approval;

- Manage, direct and organize the implementation of activities: HIV testing, other tests in service of HIV/AIDS examination and treatment and substance addiction treatment in the province;

- Directly or in collaboration with units performing tests related to HIV/AIDS monitoring and treatment, paraclinical tests for diagnosis, treating HIV/AIDS patients (ultrasound, x-ray, endoscopy, etc.) according to professional guidelines, according to the needs of the units or for the purpose of scientific research; providing testing services in the field of HIV/AIDS prevention and control in accordance with law;

- Implement and coordinate with organizations to organize training, update knowledge, apply technical regulations and inspect, monitor and evaluate activities of providing HIV testing and other relevant tests for lower-level medical facilities and medical facilities in the area as prescribed;

- Coordinate in managing, directing and organizing the implementation of HIV testing counseling activities at the unit and for other units in the locality;

- Direct and coordinate with relevant units to provide professional and technical guidance on HIV screening tests to ensure safe blood transfusion, prevention and control of sexually transmitted infections, prevention of mother-to-child transmission of HIV through health, social services and voluntary testing;

- Act as the focal point for management, coordination and implementation of quality management of tests for HIV/AIDS prevention and control;

- Give advice on technical standards, quality of biological products, chemicals, equipment for HIV testing, testing and monitoring for HIV/AIDS treatment and is responsible for preserving, managing and using chemicals, biological products, testing equipment and records and forms to record testing activities in accordance with regulations;

- Coordinate with relevant units to implement laboratory information management activities;

- Coordinate with relevant units in training, scientific research, professional retraining on testing for staff of the Center and for lower levels;

- Comply with the statistical and reporting regime as prescribed by law;

- Perform other duties and powers assigned by the Center Director.
