On March 04, 2015, the Ministry of Health of Vietnam issued the Circular No. 02/2015/TT-BYT on functions, tasks, powers and organizational structure of the Centers for HIV/AIDS Prevention and Control in the provinces and central-affiliated cities.
According to the Appendix issued together with Circular No. 02/2015/TT-BYT of the Ministry of Health of Vietnam, tasks of the Planning and Finance Department of the Centers for HIV/AIDS Prevention and Control of the provinces and centrally-run cities are specified as follows:
- Develop long-term, medium-term, short-term and annual plans on HIV/AIDS prevention and control of the province, submit them to competent authorities for approval and organize the implementation; organize preliminary and final reviews of the implementation of the plan;
- Monitor and synthesize activities and funding for HIV/AIDS prevention and control in the province, including international cooperation programs and projects implemented by other units to report to the Provincial People's Committee and the Ministry of Health;
- Develop budget estimates; annual budget use plan;
- Synthesize and plan drugs, chemicals, biological products, supplies, equipment and other products to serve the province's HIV/AIDS prevention and control;
- Carry out bidding for procurement of drugs, chemicals, biological products, supplies, equipment and other products in service of HIV/AIDS prevention and control as decentralized by law;
- Coordinate with departments for payment and settlement of funds, drugs, chemicals, biological products, supplies, equipment and other products for HIV/AIDS prevention and control according to the approved plan;
- Act as the focal point for developing plans and schemes to increase mobilization and ensure financial resources for local HIV/AIDS prevention and control activities;
- Act as a focal point for monitoring the implementation and synthesis of reports on payment of HIV/AIDS treatment services from local health insurance sources;
- Act as the focal point for synthesizing, building and organizing the implementation of international and domestic projects;
- Organize the collection of fees, charges and other lawful revenues according to the provisions of law;
- Coordinate with relevant units in monitoring, examining, supervising and evaluating HIV/AIDS prevention and control in the province;
- Comply with the statistical and reporting regime as prescribed by law;
- Perform other duties and powers assigned by the Center Director.
