Vietnam: 12 tasks and powers of HIV/AIDS prevention and control centers of provinces and central-affiliated cities

According to Article 2 of the Circular No. 02/2015/TT-BYT of the Ministry of Health of Vietnam, 12 tasks and powers of HIV/AIDS prevention and control centers of provinces and central-affiliated cities are specified as follows:

1. Develop and organize the implementation of plans on HIV/AIDS prevention and control on the basis of orientations, policies, strategies and plans of the Ministry of Health and the actual situation of the locality to submit to the competent authorities for approval.

2. Organize and perform professional and technical tasks: interventions to reduce harm, prevent HIV infection; HIV counseling and testing; surveillance for HIV/AIDS and sexually transmitted infections (STIs); HIV exposure prevention; treating and taking care of people living with HIV/AIDS; monitoring and evaluating HIV/AIDS prevention and control activities; coordinating and supplying anti-HIV drugs, replacement drugs for opioid addiction, equipment, supplies, biological products and chemicals for HIV/AIDS prevention and control within the scope of their management physical. Coordinate with relevant units in implementing activities to prevent mother-to-child HIV transmission; HIV prevention in health services; prevention and control of sexually transmitted diseases; prevention and control of TB and HIV co-infection; blood transfusion safety related to HIV/AIDS.

3. Organize the implementation of HIV/AIDS service activities, including: HIV counseling, testing, examination and treatment for addiction to opiates with alternative drugs; HIV/AIDS examination and treatment in accordance with the law.

4. Be the standing unit of the Steering Committee for AIDS prevention and control and the prevention and control of drug and prostitution crimes in the province or other departments; direct, guide and supervise professional and technical on HIV/AIDS prevention and control for district health centers or District Preventive Medicine Center, medical facilities and health stations of communes, wards and townships in the locality.

5. Implement information-education-communication activities and community mobilization on HIV/AIDS prevention and control.

6. Develop plans and organize continuous professional and technical training for officials, public employees and employees of the Center; participate in continuing education and training in expertise and techniques in the field of HIV/AIDS prevention and control according to the plan which is the practice base of health manpower training institutions in the locality and at the central level in the field of HIV/AIDS.

7. Research and participate in scientific research and application of scientific and technical advances in HIV/AIDS.

8. Propose, manage and organize the implementation of schemes, projects, national health target programs and international cooperation in the field of HIV/AIDS in the province when assigned and approved by competent authorities.

9. Organize the inspection and assessment of activities in the field of HIV/AIDS in the locality.

10. Perform the management of officials, public employees and employees, and manage the finances and assets of the unit in accordance with law.

11. Comply with the statistical and reporting regime as prescribed by law.

12. Perform other powers and perform other tasks assigned by the Department of Health and competent state agencies.
