Vietnam: Regulation on organizational structure of Centers for HIV/AIDS Prevention and Control

According to the Circular No. 02/2015/TT-BYT of the Ministry of Health of Vietnam, organizational structure of Centers for HIV/AIDS Prevention and Control in the provinces and central-affiliated cities are specified as follows:

1. Leaders of the Provincial Center for HIV/AIDS Prevention and Control:

- The Provincial Center for HIV/AIDS Prevention and Control has a Director and Deputy Directors as prescribed by law;

- The Director of the Provincial Center for HIV/AIDS Prevention and Control is responsible before the Director of the Department of Health and before the law for all activities of the Center;

- Deputy Directors of the Provincial Center for HIV/AIDS Prevention and Control shall be in charge of one or several areas of work assigned by the Director of the Center; take responsibility before the Director and before the law for the assigned tasks. When the Director is absent, a Deputy Director is authorized by the Director to run the Center's activities;

- The appointment and dismissal of the Director and Deputy Director of the Provincial Center for HIV/AIDS Prevention and Control shall comply with the provisions of law and the decentralization of staff management of the provincial People's Committee.

2. Function Departments

- Organization and Administration Department;

- Financial and Planning Department.

3. Faculties, specialized departments

- Faculty of Communication and Intervention;

 - Faculty of Supervision;

- Faculty of Treatment Management;

- Scientific laboratory;

- HIV/AIDS specialized clinic (if there is an organization to treat addiction to opiates with substitute drugs, the name is "Specialist clinic for HIV/AIDS and substance addiction treatment");

- In addition to the above faculties and departments, depending on the work needs and specific capabilities of the Provincial Center for HIV/AIDS Prevention and Control, a number of other faculties and departments will be established by competent state agencies when meeting the conditions and according to the provisions of law.
