Vietnam: Scope of powers and responsibilities of the Chairman of the Examination Council for the recruitment examination of officials and public employees

According to Clause 1 Article 2 of the Regulation issued together with the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, the chairperson of the Examination Council for the recruitment examination of officials and public employees has the following powers and responsibilities:

- Take responsibility before law and heads of competent agencies and units for organizing the performance of the Council's tasks and directing the organization of the recruitment examination for officials and public employees, examination for promotion of officials rank, examination or consideration for promotion of public employee's professional title, ensuring compliance with rules and regulations as prescribed;

- Assign specific responsibilities and tasks to each member of the Council;

- Decide on the establishment of the assisting departments: Examination Board of Application Forms; Exam Board; Examination Board; Re-examination Board (if any); Marking Board; Review board (if any); Supervision Board (to conduct interviews and practice); establish an assisting secretariat (deeming it necessary);

- Organize the construction of exam questions, test marking instructions, answers; selecting and deciding exam questions; organize the preservation and storage of exam questions, test marking instructions, and answers strictly according to the provisions of this Regulation, ensuring confidential State secrets;

- Decide in detail how to organize and start the exam for each part of the test in the multiple-choice test in the first round of the recruitment exam for officials and public employees;

- Report to the head of the agency or unit competent to recruit officials and public employees, take the officials rank promotion exam, and issue the decision on: List of candidates eligible to participate entrance exam, admission after checking the application form; recognize the results of the recruitment examination for officials and public employees, the examination for promotion of officials ranks, and promotion of professional titles of public employees;

- Direct the settlement of petitions, complaints and denunciations during the process of organizing the recruitment period for officials and public employees, the examination for promotion of officials ranks, and promotion of public employee professional titles.
