Vietnam: Members of the Recruitment Council for officials and public employees must not be the father, mother, wife or husband of any candidate

According to Article 1 of the Regulation issued together with the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, functions and powers of the Council for recruitment of officials and public employees; the Council for the promotion of officials ranks and the Council for the promotion of public employees' professional titles are stipulated as follows:

- Council for recruitment of officials and public employees; Council for the promotion of officials ranks and Council for the promotion of public employees' professional titles (hereinafter referred to as the Council) shall be recruited by the head of the agency or unit competent to recruit or organize officials promotion or public employees professional title promotion exam decide to establish. The Council operates according to each recruitment period or exam for official promotion, promotion to public employees' professional title and self-dissolution after completing its tasks.

- Do not appoint members of the Council to those who are related to the father, mother, brother, sister, or brother of the spouse, or the biological or adopted child of the candidate for officials, public employees examination, officials and public employees promotion exams, promotion to professional titles or those who are in the disciplinary time limit or are executing disciplinary decisions.

- The Council shall not be established to jointly organize the recruitment of officials and public employees and the examination for promotion of officials ranks or promotion of public employee professional titles.

This regulation is to ensure that the examination and marking work is carried out in a transparent and objective manner.
