This is the main content of the Decree No. 141/2020/NĐ-CP of the Government of Vietnam on regulations on the recruitment regime for pupils and students of ethnic minorities, issued on December 08, 2020.
According to Clause Article 4 of the Decree No. 141/2020/NĐ-CP of Vietnam’s Government, recruitment regime for pupils and students of ethnic minorities must ensure the following principles:
1. Right subjects and standards as prescribed.
2. Objective, fair, public and transparent.
3. To ensure that people who go to school according to the recruitment regime are considered for recruitment and arranged for jobs after graduation.
Ethnic minority learners who are eligible for the election regime include:
- Ethnic minorities with very few people;
- Ethnic minorities in areas with extremely difficult socio-economic conditions do not have or have very few ethnic minority officials and public employees.
General, continuing, intermediate education institutions, colleges and universities; boarding schools for ethnic minorities; pre-university school; People's Committees of central-affiliated provinces and cities and relevant agencies, organizations and individuals shall implement the election regime.
In which, ethnic minorities with very few people and ethnic minorities in areas with extremely difficult socio-economic conditions are determined in accordance with current law.
Areas with extremely difficult socio-economic conditions having very few ethnic minority officials and public employees are communes with extremely difficult socio-economic conditions having the percentage of ethnic minority officials and public employees not met the regulations:
- Communes with a percentage of ethnic minority people from 10% to less than 30% of the total population of the commune: the percentage of commune-level ethnic minority officials and public employees working in the commune must be at least equal to 15% of the total number of commune-level officials and public employees working in the commune;
- Communes with a percentage of ethnic minority people from 30% to less than 50% of the total population of the commune: the percentage of commune-level ethnic minority officials and public employees working in the commune must be at least equal to 30% of the total number of commune-level officials and public employees working in the commune;
- Communes with a percentage of ethnic minority people from 50% to less than 70% of the total population of the commune: the percentage of commune-level ethnic minority officials and public employees working in the commune must be at least equal to 40% of the total number of commune-level officials and public employees working in the commune;
- Communes with a percentage of ethnic minorities over 70% of the commune's total population: the percentage of commune-level ethnic minority officials and public employees working in the commune must be at least equal to 50% of the total number of commune-level officials and public employees working in the commune;
