This is an important content mentioned in the Decree No. 141/2020/NĐ-CP of the Government of Vietnam on regulations on the recruitment regime for pupils and students of ethnic minorities, issued on December 08, 2020.
According to Clause Article 5 of the Decree No. 141/2020/NĐ-CP of Vietnam’s Government, the rights and obligations of learners under the recruitment regime are prescribed as follows:
- Learners under the recruitment regime have the following rights:
+ To be fully informed about the recruitment regime;
+ To be granted scholarships, tuition waivers and other priority regimes according to the State's current regulations during the training period;
+ To be received applications for admission and job placement after graduation.
- Learners under the recruitment regime have the following obligations:
+ Commitment before being recruited and complying with the commitment to the agency to go back to work in the locality after graduation;
+ Comply with the provisions of the law and the rules and regulations of the educational institutions; complete the training program as prescribed in Article 9 of the Decree No. 141/2020/NĐ-CP;
+ Reimbursement of scholarships and training expenses if they fall into the cases specified in Article 13 of the Decree No. 141/2020/NĐ-CP.
Ethnic minority learners who are eligible for the election regime include:
- Ethnic minorities with very few people;
- Ethnic minorities in areas with extremely difficult socio-economic conditions do not have or have very few ethnic minority officials and public employees.
