Vietnam: How are learners under recruitment regime arranged for jobs after graduation?

This is an important content of the Decree No. 141/2020/NĐ-CP of the Government of Vietnam on regulations on the recruitment regime for pupils and students of ethnic minorities, issued on December 08, 2020.

According to Article 12 of the Decree No. 141/2020/NĐ-CP of Vietnam’s Government, recruiting and arranging jobs for those under the recruitment regime after graduation are as follows:

1. Annually, educational institutions shall send lists and hand over dossiers and diplomas of graduates according to the recruitment regime to the provincial-level People's Committees.

2. Provincial-level People's Committees shall base on the requirements of tasks, employment positions, number of working people and number of payrolls of officials assigned to the employment position of officials; base on the job demand, job position, number of people assigned to work, standards for professional titles, salary fund of public non-business units for public employees and base on the records of learners under the nominating regime who have graduated to build a plan for admission to officials and public employees for learners under the recruitment regime.

3. Provincial-level People's Committees shall direct the organization of recruitment examination and job placement for learners under the recruitment regime after graduation in accordance with the Government's regulations on recruitment, employment and management of officials; recruiting, employing and managing public employees or sending dossiers to other units and organizations on demand to recruit workers with professional training qualifications suitable to the requirements of the job position.

4. The maximum period of time for learners under the recruitment regime to wait for recruitment examination and job arrangement is 12 months from the date of receipt of sufficient dossiers for admission.
