Recently, the Government of Vietnam has issued the Decree No. 141/2020/NĐ-CP of the Government of Vietnam on regulations on the recruitment regime for pupils and students of ethnic minorities.
According to Article 9 of the Decree No. 141/2020/NĐ-CP of Vietnam’s Government, persons appointed to train at university or college level are high school students who must study a preparatory year at a university preparatory school or at a university preparatory faculty of a school authorized for pre-university training.
In case a person who is admitted to a university or college in the year of consideration for admission is not required to do preparatory studies but is immediately transferred to university or college training, he or she is not required to undergo preparatory training.
The organization of preparatory training and admission consideration at higher education institutions and colleges shall comply with the regulations of the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs of Vietnam. After finishing a preparatory school year, if the learners are not eligible to study at higher education institutions, colleges, they are entitled to stay for no more than one year; during the repetition year, the student enjoys the same rights and obligations as the first year. If, after one year of study, the students still do not meet the conditions for admission to higher education institutions or colleges, the preparatory training institution shall hand over the dossiers to the sending agency; the sending agency will consider transferring these cases to intermediate level training or handing over the files to the locality and sending notices to the learners' families.
