Plan for Implementation of the Law amending Law on Guards 2024 in Vietnam

The Plan for Implementation of the Law amending Law on Guards 2024 in Vietnam includes the following contents:

(1) Organize the dissemination and popularization of the Law

- Lead agency: Ministry of Public Security, in cooperation with the Ministry of National Defense, Ministry of Justice, Ministry of Information and Communications, Voice of Vietnam, Vietnam Television, Vietnam News Agency, and other press, radio, and television agencies;

- Coordinating agencies: Various ministries, ministry-equivalent authorities, agencies under the Government of Vietnam, and the People's Committees of provinces and centrally run cities;

- Timeframe: Year 2024 and the subsequent years.

(2) Organize training and specialized professional development in guarding, professional development for leaders of agencies, organizations, and those directly involved in guarding work

- Compile training materials, disseminate, and provide professional development in guarding with content suitable for the trainees;

- Organize, deploy, train, specialized training, and professional development for leaders of agencies, officials, and guarding officers;

- Lead agencies:

+ Ministry of Public Security to compile training materials, provide dissemination materials, and popularize the Law to officers and soldiers in the People's Public Security and the People's Army; develop and implement a specialized training plan on the Law and specific guiding documents for key leaders, legal reporters of the Public Security at all levels, academies, and schools in the People's Public Security, focusing on the Guarding Forces.

+ Ministry of National Defense to organize training and specialized training on the law on guarding for officers and soldiers in the People's Army.

- Coordinating agencies: Various ministries, ministry-equivalent authorities, agencies under the Government of Vietnam, and the People's Committees of provinces and centrally run cities;

- Timeframe: Year 2024 and the subsequent years.

(3) Review legal normative documents

Various ministries, ministry-equivalent authorities, agencies under the Government of Vietnam, and the provincial-level People's Committees, within their respective responsibilities and powers, shall inspect and review normative documents (which they issue or delegate authority to issue) and other documents related to guarding work to amend, abolish, or propose amendments or abolishments of content contrary to the Law and guiding documents for implementation; submit results to the Ministry of Public Security for consolidation and reporting to the Prime Minister of the Government of Vietnam.

Completion time: October 2024.

(4) Develop normative documents detailing the assigned contents in the Law

* Decree on policies for the Guarding Forces and guarding work

- Lead agency: Ministry of Public Security.

- Coordinating agencies: Ministry of Justice, Ministry of National Defense, Ministry of Finance, Ministry of Home Affairs, Ministry of Planning and Investment, and relevant agencies.

- Submission/issuance deadline: Before October 15, 2024.

* Circular from the Minister of Public Security on measures for guarding

- Lead agency: Ministry of Public Security.

- Coordinating agencies: Relevant agencies.

- Submission/issuance deadline: Before October 15, 2024.

* Circular from the Minister of Public Security on advanced training policies; specific training; training, maneuvers, operation drills; deployment to perform tasks of the Guarding Forces under the Ministry of Public Security

- Lead agency: Ministry of Public Security.

- Coordinating agencies: Relevant agencies.

- Submission/issuance deadline: Before October 15, 2024.

(5) Conduct inspections on the implementation of the Law and the normative documents detailing and guiding its implementation

- The Ministry of Public Security leads, in cooperation with various ministries and central authorities and relevant agencies, to inspect the implementation of the Law and the normative documents detailing and guiding its implementation within their authority;

- The Ministry of National Defense will conduct inspections of the implementation of the Law and the normative documents detailing and guiding its implementation within the scope of the Ministry of National Defense's management;

- Various ministries and central authorities, and provincial-level People's Committees, within their respective responsibilities and powers, will inspect the implementation of the Law and the normative documents detailing within their respective ministries, central authorities, and local authorities;

- Timeframe: Year 2025 and the subsequent years.
