Pilot of the Vietnam People's Army who caused a flight safety threat demoted from Grade 1 to Grade 2

This is a noteworthy provision in Circular 120/2020/TT-BQP stipulating the classification of technical levels for pilots and crew members in the Vietnam People's Army, issued on October 06, 2020.

To be specific, Article 28 of Circular 120/2020/TT-BQP stipulates the demotion of the technical level of pilots and crew members in the following cases:

- Demotion by 01 level for pilots and crew members due to causing serious flight safety threats or flight accidents;

- Demotion by 01 level for military flight instructor pilots if their directly supervised trainees cause serious flight safety threats or flight accidents (during the first solo flight);

- Demotion by 01 level for pilots and crew members who have exceeded the retention period specified in Clause 1 and Clause 2, Article 27 of Circular 120/2020/TT-BQP without fulfilling the conditions to maintain the level specified in Article 26 of this Circular;

- Demotion to the corresponding level following the standards for pilots and crew members who have exceeded the retention period specified in Clause 3, Clause 4, and Clause 6, Article 27 of Circular 120/2020/TT-BQP without meeting the classification standards outlined in Chapter III of Circular 120/2020/TT-BQP.

For cases where pilots and crew members cause serious flight safety threats or flight accidents, upon the conclusion of the Investigation Board on serious flight safety threats and flight accidents, the standing agency of the Classification Board shall issue a written request for:

- The Chief of the General Staff of the Vietnam People's Army to demote from level 1 to level 2 for pilots, flight instructor pilots, and pilot-navigators;

- The Commander of the Air Force-Air Defense Service, the Commander of the Naval Service, the Commander of the Coast Guard, and the Commander of Army Corps 18 to demote by 01 level for the remaining technical flight levels.
