Below are the regulations on the investigation, collection of information, and documents related to the establishment of provincial-level land use planning in Vietnam from December 12, 2024.

On December 12, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 29/2024/TT-BTNMT stipulating the technical regulations on formulation and adjustment of land use planning and plans.
According to Article 20 of Circular 29/2024/TT-BTNMT, the investigation, collection of information and, and documents related to the establishment of provincial-level land use planning in Vietnam include:
+ National land use planning and plans;
+ National-level planning, regional planning;
+ Technical and specialized planning with land use at the national or interprovincial level;
+ Provincial planning;
+ The province's natural, economic, and social conditions;
+ Current land use status, land changes, soil quality, land potential, and results of the previous period's land use planning in the province;
+ The demand and capability for land use by sectors, fields, and localities;
+ Public investment resources and other resources;
+ Scientific and technological advancements related to land use.
- Summarize, classify, and evaluate collected investigation information, documents, including:
+ Organize and classify by categories and information sources;
+ Analyze and evaluate the accuracy and objectivity to select information, documents, data, maps for use in provincial-level land use planning.
- Field investigation and survey, including:
+ Identify the contents that require field investigation and survey; formulate a field investigation and survey plan;
+ Field investigation and survey, including: main factors affecting provincial-level land use planning (areas projected for national and regional infrastructure projects within the province; provincial infrastructure projects; areas with potential for urban system development, industrial areas, trade-service zones, high-quality rice cultivation areas, and other related factors); information from units of lower administrative levels to serve space zoning directions, forecasting land change trends, and other related contents (if any);
+ Revise and supplement information and documents based on field investigation and survey results.
- Synthesize and prepare thematic reports on investigation and collected information and documents.
- Analyze and evaluate natural conditions, resource and environmental aspects, including:
+ Analyze the characteristics of natural conditions (geographical location; topography, geomorphology; geology; climate; hydrology and other related factors);
+ Analyze the characteristics of resources (land; water; forest; sea; minerals and other related factors);
+ Analyze the current status of the environment (air; water; soil; solid waste; agricultural production and craft villages; mineral exploitation activities and other related factors);
+ Analyze and evaluate the impact of climate change on land use (sea-level rise; salinization; desertification; land erosion and other related factors).
- Analyze and evaluate the current socio-economic development status (economic growth; economic structure by sectors; current land use status in sectors and fields; urban and rural development status; population, labor, employment, income, customary practices related to land use and other related contents).
- Resources, context of the province and region directly impacting land use, including:
+ Context of the province and region impacting land use;
+ Analyze and evaluate natural resources, human resources, technology, technical infrastructure, social infrastructure, public investment capability, and attraction of non-budget investments related to land use;
+ Analyze and evaluate other resources related to land use.
- Prepare a thematic report on analysis and evaluation of natural, economic, social, resources, provincial, and regional context directly impacting provincial-level land use.
