On November 11, 2024, the Minister of National Defense of Vietnam issued Circular 94/2024/TT-BQP specifying details of certain provisions of the Law on Housing in the People's Army of Vietnam.
Circular 94/2024/TT-BQP provides detailed regulations on certain provisions of Law on Housing 2023, including:
- Clause 9, Article 78 concerning the template of documents proving the subjects stipulated in Clause 7, Article 76 of the Law on Housing 2023 entitled to policies for social housing support under the management scope of the Ministry of National Defense of Vietnam.
- Clause 2, Article 101 about the template of documents proving the subjects entitled to policies for housing support for the armed forces under the management scope of the Ministry of National Defense of Vietnam.
- Clause 2, Article 105 regarding requirements for investment projects in housing construction for the armed forces under the management scope of the Ministry of National Defense of Vietnam.
The subjects applicable to Circular 94/2024/TT-BQP include:
- Officers, professional soldiers, officials, workers, and public employees in the defense sector currently serving on active duty; cipher operators and those engaged in cipher activities from state-budget-paid entities currently working under the management of the Ministry of National Defense.
- Agencies, units, organizations, and individuals related to investment projects in housing construction for the people’s armed forces under the management of the Ministry of National Defense.
According to the regulations, housing applied under Circular 94/2024/TT-BQP is understood as housing for sale, lease-purchase, or lease to subjects who are officials and employees under the management of the Ministry of National Defense, including: Housing for the people's armed forces and other housing in the category of social housing.

In case any documents referenced in Circular 94/2024/TT-BQP are amended, supplemented, or replaced, then the corresponding amended, supplemented, or replaced documents shall apply.
The General Department of Logistics and the General Department of Engineering of Vietnam shall continue to carry out their functions, duties, and powers as per the current regulations until a merger or reorganization decision is issued by the competent authority.
