Below are the environmental protection requirements for the collection, transportation, and treatment of domestic solid waste in Vietnam from February 3, 2025.

On December 19, 2024, the Minister of Natural Resources and Environment of Vietnam issued Circular 35/2024/TT-BTNMT, prescribing technical procedures for the collection, transportation, and treatment of household solid waste.

According to Article 4 of Circular 35/2024/TT-BTNMT, regulations on environmental protection requirements in the collection, transportation, and treatment of household solid waste in Vietnam are as follows:

(1) General Requirements

- Ensure environmental hygiene, occupational safety, and traffic safety as per regulations;

- Issue and implement plans for prevention and response to chemical incidents, waste, fires, explosions, and other incidents as prescribed;

- Encourage investment, innovation of models, advanced technologies, modern and environmentally friendly technical solutions; promote the application of information technology;

- Fully comply with other environmental protection requirements as stipulated.

(2) Environmental Protection Requirements in the Collection and Transportation of Household Solid Waste

- Ensure the receipt and transportation of household solid waste by the assigned type and schedule;

- Ensure complete collection of household solid waste at the designated collection point as stated;

- Do not receive or transport waste exceeding the vehicle's load capacity or volume. Covering is required if the vehicle has no lid when in transit;

- Promptly address incidents during the transportation of hazardous waste and notify the competent authority as prescribed.

(3) Environmental Protection Requirements for Facilities Receiving Household Solid Waste

- Arrange areas for receiving household solid waste with adequate space for vehicles to wait for unloading waste, fitting the facility's receiving capability and processing capacity, while minimizing pollution, odors, and insect intrusion;

- Transfer waste capable of being reused or recycled after classification to organizations or individuals authorized to collect, transport, and use scrap as production materials or handle it as required;

- Operate the household solid waste receiving facilities without exceeding the design capacity; ensure the treatment of all received household solid waste as per the signed contract;

- Any arising waste must be collected and treated to meet environmental protection requirements or transferred for treatment as per regulations.

Technical procedures for the manual collection of household solid waste from households and individuals to the collection areas in Vietnam

The technical procedures for the manual collection of household solid waste from households and individuals to the collection areas are stipulated in Article 5 of Circular 35/2024/TT-BTNMT as follows:

- Preparation Work

+ Arrange laborers to manually collect household solid waste from households and individuals to the collection point;

+ Prepare labor protective gear (clothes, shoes, boots, hats, gloves, masks, etc.), signaling devices, brooms, shovels, and other necessary tools;

+ Inspect manual collection vehicles and other equipment to meet technical safety and environmental protection requirements as stipulated.

- Manual Collection of Household Solid Waste from Households and Individuals

+ Transport the collection vehicle from the collection point or vehicle storage point to the designated collection position as per the assigned schedule, stop the vehicle, signal the collection time to the households and individuals;

+ Assist and guide households and individuals to place household solid waste at the correct position on the collection vehicle; may refuse to receive unclassified waste, not using prescribed packaging, containers by local government or not delivering waste by the announced schedule and type; clean the collection location before moving to the next collection point;

+ Collect household solid waste until the vehicle reaches its maximum load or storage volume; move to the collection point; assist in transferring household solid waste from the collection vehicle to the transportation vehicle; cover the collection vehicle while waiting to transfer household solid waste onto the transportation vehicle;

+ Continue collecting household solid waste according to the technical procedure detailed in this section until the end of the work shift.

- End of Work Shift

+ Transport the collection vehicle and labor tools to the collection point or vehicle storage point;

+ Inspect, clean, and position the collection vehicle and labor tools as designated and hand over to the next shift;

+ Summarize the number of household solid waste collection trips during the work shift; identify households and individuals failing to classify, package, and contain waste as directed or delivering waste not by type according to the announced schedule; promptly report to the competent authority within the working unit for management and remedial measures as prescribed.

Circular 35/2024/TT-BTNMT takes effect from February 3, 2025.
