Regarding this issue, LawNet would like to answer as follows:
The Ministry of Labor, War Invalids, and Social Affairs issued Decision 960/QD-LDTBXH dated July 20, 2023, promulgating the Implementation Plan of the Strategy for the Development of Vietnamese Youth in the Labor, Invalids, and Social Affairs sector until 2030.
Specifically, improving the quality of vocational training and creating sustainable jobs for young people; To develop high-quality young human resources, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam has set the following objectives:
- Every year, 100% of pupils and students of vocational education institutions receive vocational education, equipped with knowledge and skills on entrepreneurship before graduation; 100% of students of vocational colleges are equipped with knowledge about international integration and digital transformation.
- Every year, 30% of youth start-up ideas and projects are initiated by students of vocational education institutions connected with businesses, venture capital funds, or supported with investment from appropriate funding sources.
- By 2030, strive for 80% of young people in the industry to be consulted for career guidance and employment; 60% of young people receive vocational training associated with job creation, with priority given to on-the-job jobs.
- By 2030, the youth unemployment rate in urban areas will be below 7%; youth underemployment rate in rural areas is less than 6%.
- By 2030, at least 70% of young people will be people with disabilities, people living with HIV, drug users, young people who are victims of human trafficking crimes, and young people who violate the law and are trained in life, labor, and community integration skills.
Strive to create stable jobs for over 50% of young people in ethnic minority and mountainous areas, areas with extremely difficult socio-economic conditions; 20% of young people are people with disabilities, people living with HIV, people after drug rehabilitation, people after re-education, and young Vietnamese without nationality.
Building and perfecting institutions and policies on youth work is one of the eight main tasks and solutions in the Implementation Plan of the Strategy for Vietnam's Youth Development in the Labor - Invalids, and Social Affairs sector until 2020. 2030.
According to Decision 960/QD-LDTBXH, the Ministry of Labor, War Invalids, and Social Affairs has given the following specific solutions to build and perfect institutions and policies on youth work:
- Advising the leadership of the Ministry on the organization, development, and implementation of regimes, policies, and laws for youth civil servants and public employees as assigned by the Government.
- The General Department of Vocational Education and Training, the Employment Department, the Department of Social Evils Prevention and Control, the Gender Equality Department, the National Office for Poverty Reduction implement the integration of targets, solutions of the Vietnam Youth Development Strategy for the 2021 - 2030 period into the Vocational Education Development Strategy, the Employment Strategy and the Gender Equality Strategy for the 2022 - 2030 period, National target program on sustainable poverty reduction for the period of 2021 - 2025.
- Continuing to improve the mechanism to create conditions for the Ho Chi Minh Communist Youth Union, the Ministry of Labor, War Invalids, and Social Affairs, and the Union's organizations in the units under the Ministry to promote the core role in the activities of the youth.
- Developing mechanisms and policies for youth to promote the role and participation of the Ho Chi Minh Communist Youth Union in the ministry's activities.
**08 key tasks and solutions in the Implementation Plan of the Strategy for Vietnam's Youth Development in the Labor - Invalids, and Social Affairs Sector to 2030:
(1) Strengthening the leadership and direction of the Party committees, organizations, heads of departments and units, and the contingent of civil servants and employees of the Ministry of Labor, War Invalids, and Social Affairs for young people and youth development work
(2) Building and perfecting institutions and policies on youth work
(3) Strengthening and promoting political, ideological, moral, and lifestyle education, and law for youth civil servants and public employees
(4) Stepping up the training, fostering, and development of the contingent of civil servants and public employees who are the youth of the Departments and units under the Ministry.
(5) Promoting meetings and dialogues between leaders of the Department, units, and youth civil servants and public employees, creating conditions for young civil servants and public employees to participate in social activities.
(6) Promoting international cooperation in youth and youth work
(7) Strengthening the provision of services and activities to support youth who are students and students of vocational education institutions
(8) Implementing the reporting regime, periodically reviewing, summarizing, and inspecting the implementation of youth management and youth work in departments and units under the Ministry.
