On June 19, 2024, the Prime Minister issued Decision 540/QD-TTg approving the Scheme for Improving Science and Technology Application and Transfer to promote Circular Economy in Agriculture by 2030.

The Prime Minister of Vietnam outlined the following contents related to the construction and improvement of the legal documents, mechanisms, and policies to boost the development of the circular economy in agriculture:

  • Reviewing the current system of legal documents, mechanisms, policies, standards, and norms to promote research, application, mastery of technology, and gradually form a circular economy sector in agriculture.

  • Developing and submitting for approval the policies to encourage research and development, mastery, transfer, and application of new technologies in production cycles from post-harvest preservation to processing and commerce; preferential policies to encourage businesses to invest in the development of the circular economy in agriculture; policies to develop preservation and processing technologies for agricultural, forestry, and fishery products; policies to attract and diversify investment resources for the development of the circular agricultural economy.

  • Building and completing the legal framework for accessing, transferring, and applying technologies and input materials to develop a circular economy in agriculture.

  • Researching and integrating the development of the circular economy in agriculture into regional linkage Schemes, activities implementing Decision 687/QĐ-TTg dated June 7, 2022, approving the Scheme for Circular Economy Development in Vietnam, and Decision 1658/QĐ-TTg dated October 1, 2021, approving the National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050; Decision 300/QĐ-TTg dated March 28, 2023, approving the National Action Plan on transforming the food system into one that is transparent, responsible, and sustainable by 2030.

  • Building criteria and standards connected in the circular agricultural production chain from cultivation, husbandry, harvesting, preservation, and processing to create an overall closed loop, integrating multiple values, establishing environmental standards, regulations on natural resource management, and waste management. Strictly sanctioning organizations and individuals violating production principles and standards causing environmental pollution.

  • Researching and completing the legal environment to promote the activities of Venture Capital Funds, encouraging investment in start-up businesses in science and technology within the agricultural circular economy.

  • Building a national target program for building green, sustainable new rural areas, reviewing and completing rural environmental indicators and criteria; building ecological villages and smart villages adapting to climate change.

Specific objectives by 2030 of the "Scheme for Improving Science and Technology Application and Transfer to promote Circular Economy in Agriculture by 2030"

- By 2030, at least 20% of scientific and technological tasks in agriculture will be researched, applied, and transferred to serve the development of the circular economy in agriculture.

- Post-harvest losses of key agricultural, forestry, and fishery products will be reduced by 0.5% to 1% per year.

- In the field of cultivation, 50% of by-products from main crops will be processed and recycled, reused, with 80% of straw being collected and reused with applicable technologies.

- In the field of husbandry, 60% of households and 100% of farms will apply waste treatment technologies and techniques and reuse it.

- In the field of aquaculture, 50% of sludge and 50% of wastewater in aquaculture farms will be treated and reused, and 100% of by-products from the shrimp and tra fish processing industry will be treated and reused with applicable technologies.

- In the forestry sector, 50% of by-products from wood harvesting and processing will be used to produce biofuels or other wood products such as artificial wood boards.

- Building, completing, and applying management processes, using waste and recycling, reusing by-products for main agricultural products.

- 100% of agricultural extension officers and community agricultural extension groups will be trained in waste treatment, recycling processes, and by-product reuse for key agricultural products.

- 80% of farms and 50% of cooperatives will have access to management processes, using waste and recycling, reusing by-products, and waste treatment technologies in agriculture.

- The application of circular economy technology in farms, cooperatives, and businesses will increase the added value by at least 20% in the agricultural product chain.
