According to Clause 2, Article 5 of Circular 35/2024/TT-BTNMT, manual collection of household solid waste shall be carried out as follows:
- Move the collection vehicle from the gathering point or storage point to the collection location according to the assigned schedule; halt the vehicle and signal the time for household solid waste collection to households and individuals;
- Assist and guide households and individuals to place household solid waste in the correct position on the collection vehicle; refuse to receive waste that is not sorted, not packaged, or contained according to local government regulations, or waste that does not meet the specified type according to the published schedule; clean the collection point before moving to the next collection location;
- Collect household solid waste until reaching the maximum load or storage volume of the collection vehicle; move to the gathering point; assist in transferring household solid waste from the collection vehicle to the transport vehicle; cover the collection vehicle while waiting to transfer household solid waste to the transport vehicle;
- Continue to collect household solid waste following the technical process in Clause 2, Article 5 of Circular 35/2024/TT-BTNMT until the end of the working shift.
Environmental protection requirements for collection, transportation, treatment of household solid waste in Vietnam from February 03, 2025
Environmental protection requirements for the collection, transportation, and treatment of household solid waste are specifically outlined in Article 4 of Circular 35/2024/TT-BTNMT, including:
- General requirements
+ Ensure environmental hygiene, occupational safety, and traffic safety according to regulations;
+ Issue and implement plans for preventing and responding to chemical, waste, fire, explosion incidents, and other incidents according to regulations;
+ Encourage investments and innovations in advanced, modern, environmentally friendly models, technologies, and technical solutions; promote the application of information technology;
+ Comply fully with other environmental protection requirements as stipulated.
- Environmental protection requirements in the collection and transportation of household solid waste
+ Ensure the receipt and transportation of household solid waste in accordance with the specified type and assigned schedule;
+ Ensure the collection of all household solid waste at the collection location as stipulated in Point a, Clause 2, Article 4 of Circular 35/2024/TT-BTNMT;
+ Do not receive or transport waste exceeding the load or volume capacity of the vehicle. Ensure the vehicle is covered in case it lacks a lid when in transit;
+ Promptly remedy incidents during the transportation of hazardous waste and notify authorized personnel according to regulations.
- Environmental protection requirements for household solid waste receiving facilities
+ Arrange the household solid waste receiving area with sufficient space for vehicles to wait and unload waste, suitable with the facility's receiving capacity and treatment capacity; minimize pollution dissemination, odor, and insect intrusion;
+ Transfer waste with the potential for reuse or recycling after classification to organizations or individuals with the function of collecting, transporting, and using scrap as raw materials for production, or self-process according to regulations;
+ Operate the household solid waste receiving facility not exceeding the designed capacity; ensure the processing of all received household solid waste according to the signed contract;
+ Generated waste must be collected and treated to meet environmental protection requirements or transferred for treatment according to regulations.
