Below is the article regarding the transportation and handover of exam papers in the high school graduation examination in Vietnam from February 8, 2025, as stipulated in Circular 24/2024/TT-BGDDT.

The transportation and handover of exam papers in the national high school graduation exam in Vietnam are carried out according to the provisions of Article 30 of the Regulation issued together with Circular 24/2024/TT-BGDDT as follows:
- The transportation and handover of candidates' exam papers from Exam Points to the Exam Council are as prescribed by the Chairperson of the Exam Council or conducted immediately after the final examination session. Exam Point leaders and police officers must participate throughout the transport and handover process; upon handing over the exam papers, sealing must be checked, and a record with signatures of all participants in the handover must be made.
- The Chairperson of the Exam Council stipulates the time and location for submission of exam papers and must apply security and safety measures for exam papers as provided in Article 27 of the Regulation issued together with Circular 24/2024/TT-BGDDT, specifically:
+ The exam papers and questions must be stored in separate cabinets. The cabinets containing the exam questions and papers must be secure, locked, and sealed (the sealing label must have signatures of the Exam Point Leader, Exam Point Secretary, and the police), with keys held by the Exam Point Leader. When unsealing, all those who signed the sealing label must be present, and a record noting the time, reason for opening, and the condition of the seal must be made.
+ The area for storing candidates' exam questions and papers must have police on duty, providing continuous security 24 hours a day and must ensure fire and explosion prevention. The storage room for exam questions and papers must be secure and robust; have security cameras operating continuously 24 hours a day; have police on duty, providing continuous security 24 hours a day; have a Deputy Exam Point Leader who is from a school with no candidates sitting at the Exam Point on duty in the room for the entire duration that the exam papers and questions are at the Exam Point.
On the exam days, the duty time for the Deputy Exam Point Leader in the storage room for exam questions and papers is counted from the finish of the previous day's final exam work to the start of the first exam work of the following day.
+ Surveillance cameras in the storage room for exam questions and papers must ensure coverage of all exam-related materials and activities affecting them; all data from storing candidates' exam questions and papers at the Exam Point must be stored; cameras must operate continuously even during power outages. The system must not connect to the internet and should connect only through wired means (if any) to the display screen.
Daily, the Exam Point Leader must cooperate with the police to check the camera's operational status. If a camera system with a display screen is used, the screen must be placed in a visible position and managed by the police;
+ Data storage devices (hard drives/memory cards) of the camera must be sealed immediately after exam papers are removed from the room, under the supervision of the Exam Point Leader and police. The data storage devices of the camera, after sealing, are handed over to the Department of Education and Training or the education institution where the Exam Point is located for safeguarding and retention following the examination regulations.
- Opening exam packets and distributing exam papers to examinees must be performed in the examination room at the correct time and for the correct exam paper/subject following the annual guidelines for organizing high school graduation exams by the Ministry of Education and Training.
Must have: Police and the Chair or Deputy Chair of the Secretariat must oversee the storage room, safeguarding exam papers continuously 24 hours a day until completion of the handover to the Essay Scoring and Test Grading Committees (for multiple-choice exams).
