Article 6 of Decree 178/2024/ND-CP stipulates that the collective party committee, government, and heads of each agency, organization, unit must conduct reviews and evaluations of all officials and public employees and employees under their management scope based on task performance results over the past three years according to the following criteria:

(1) Criteria for evaluating morals, a sense of responsibility, discipline awareness, and manners in duty and service performance of officials and public employees and employees.

(2) Criteria for evaluating professional skills, expertise; the ability to meet requirements regarding progress, time, quality of regular and unexpected duty and service execution.

(3) Criteria for evaluating work results, accomplishments associated with the functions and tasks of the agency, organization, unit that officials and public employees and employees have achieved.

(4) For officials and public employees rated as having outstanding qualities and capabilities, they must meet the criteria at (1), (2), and (3) in this section, while also ensuring criteria for assessment on innovation, creativity, daring to think, dare to act, daring to take responsibility for the common good, and must have outstanding achievements that benefit the agency, organization, unit.

Principles of policy implementation in Vietnam according to Decree 178

Based on Article 3 of Decree 178/2024/ND-CP, the principles for implementing policies are as follows:

- Ensure the leadership of the Communist Party, enhance the supervisory role of the Vietnamese Fatherland Front and political-social organizations, and the people during policy implementation.

- Ensure principles of democratic centralism, objectivity, fairness, transparency, and compliance with legal regulations.

- Ensure that no later than 5 years from the effective date of the decision to arrange the organization of competent authorities, the number of leadership and management personnel and the number of officials and public employees, employees in political system agencies, organizations after the rearrangement are conformable.

- Ensure prompt and full disbursement of policies, in accordance with the law; use the state budget properly and effectively.

- Each agency, organization, unit must conduct impartial, objective evaluations of officials and public employees and employees based on the assessment of morality, competence, results of execution, and the completion level of duties as per job position requirements; based on that, carry out staffing arrangements, streamline the workforce, and implement policies for officials and public employees and employees.

- The collective leadership of the party committee, government, and heads of agencies, organizations, units are responsible for assessing, screening, and selecting subjects to be laid off connected with structuring and enhancing the quality of the team of officials and public employees under their management scope to ensure the agency, organization, unit operates effectively and efficiently.

- If one subject qualifies for multiple policies stipulated in different documents, they are entitled to the highest policy.

- Ministries, central committees, sectors, and agencies, organizations, units at the provincial level must allocate approximately 5% of their authorized officials and public employees to work in grassroots positions.
