On April 9, 2024, the Ministry of Culture, Sports, and Tourism issued Official Dispatch 1467/BVHTTDL-DT on guidelines for enrolment in long-term oversee training programs in Vietnam in 2024.

(1) Eligible candidates

Lecturers, teachers, researchers, officials, public employees, artistic performers, students who are Vietnamese citizens studying or working at educational institutions, research institutes, cultural and artistic organizations nationwide; Vietnamese students studying abroad in the field of culture and the arts.

(2) Admission criteria

(2.1) General criteria

Candidates applying for training abroad must meet the following criteria:

- Have good political qualities and ethics, and be in good health to study abroad, with no disciplinary actions or criminal liabilities during the specified period.

- Meet the requirements for academic degrees and certificates according to the regulations of foreign educational institutions.

- Meet the language proficiency requirements of the foreign educational institution or have an IELTS certificate with a score of 6.0 or above, with no individual skill below 5.5, valid for up to 2 years from the application submission date.

- Receive training in a field or major suitable for the admission field. Have a desire to study abroad and commit to return to serve the career of education, research, artistic creation, and cultural performance in accordance with regulations; have a commitment from the family to provide support and a written document from the educational institution/working organization approving the training (for lecturers, teachers, researchers, officials, public employees, artistic performers, students, and Vietnamese citizens studying or working at educational institutions or cultural and artistic organizations in the country); have a commitment from the family (for Vietnamese students studying abroad).

- Comply with the current regulations on training and professional development for civil servants (for candidates who are civil servants).

(2.2) Specific criteria for each level

* Intermediate level

Individuals applying for the intermediate level must meet the general criteria and meet one of the following specific criteria:

- Regular intermediate students from cultural and artistic training institutions nationwide who are selected to participate and achieve first, second, or third prizes in international competitions (or receive commendations at the final round of international competitions in the region and the world); achieve first, second, or equivalent prizes in national-level cultural and artistic talent competitions, fine art exhibitions; and receive certification of awards valid for 3 years from the date of the award until the application submission date stated in the admission announcement.

- Regular intermediate students, students in talent training programs at domestic cultural and artistic training institutions who have achieved a good or higher training result and achieved an excellent or higher grade in the specialized subjects in the previous academic year or consecutive semester before the application submission date stated in the admission announcement.

- Regular intermediate students who have been directly admitted or participated in the entrance examination and have been accepted with a score of excellent or higher in the specialized subjects in the regular intermediate entrance examination for the 2023-2024 academic year at domestic cultural and artistic training institutions.

* Academic Level

Individuals applying for an academic degree must meet general standards and meet one of the following specific criteria:

- Undergraduate students in regular university programs or students who have graduated from intermediate or college-level cultural and artistic training institutions nationwide and have been selected to participate in and win first, second, or third prizes (or receive commendations in the final round of international competitions in the region and the world); first, second, or third prizes or the equivalent in national cultural and artistic talent competitions, national fine arts exhibitions; certification of awards valid for 3 years from the date of achievement as indicated in the Admission Notice.

- Undergraduate students in regular university programs or students in talent training programs at domestic universities in the field of cultural and artistic education who have achieved a grade of good or higher in training and achieved excellent or higher results in their specialized subjects in the previous academic year or the consecutive semester before the application submission date as indicated in the Admission Notice.

- Undergraduate students in regular university programs who have been admitted directly or have taken the regular university entrance exam and have achieved a grade of excellent or higher in the specialized subject exam in the 2023-2024 regular university entrance exam for universities in the field of cultural and artistic education in the country.

- Regular intermediate students in cultural and artistic education institutions (having completed high school) who have achieved a grade of good or higher in training and achieved excellent or higher results in their specialized subjects in the previous academic year or the consecutive semester before the application submission date as indicated in the Admission Notice and are accepted by foreign training institutions for undergraduate education.

- Exchange students who have graduated from intermediate or college-level cultural and artistic training institutions abroad with excellent or equivalent results in their specialized subjects, have the desire to return to serve in the fields of education, research, creation, and cultural and artistic performance in domestic units, and are accepted by foreign training institutions for undergraduate education or recommended by domestic training institutions to apply for an academic degree.

* Master's Degree

Individuals applying for a master's degree must meet general standards and meet one of the following specific criteria:

- Lecturers, teachers, and researchers in domestic cultural and artistic training and research institutions who have a bachelor's degree with a grade of good or higher or achieved excellent or higher results in their university specialized subjects and are recommended by training and research institutions to apply for a master's degree and commit to re-employment after graduation.

- Officials, public employees, and artists with a bachelor's degree in relevant fields of study who have the desire to study abroad to enhance their capabilities and professional qualifications to contribute to the field of education and cultural and artistic development.

- Graduated undergraduate students with a grade of good or higher in training and achieved excellent or higher results in their specialized subjects at domestic cultural and artistic training institutions who have the desire to study abroad to become lecturers, researchers, experts, and artists for training, research, and cultural and artistic organizations are recommended by training, research, and cultural and artistic organizations to apply for a master's degree and commit to re-employment after graduation.

- Exchange students who have graduated from undergraduate or master's programs at foreign training institutions with excellent or higher results in their specialized subjects, who are accepted by foreign training institutions for master's degree education or recommended by domestic training, research, and cultural and artistic organizations to apply for a master's degree and commit to re-employment after graduation.

* Doctoral Degree

Individuals applying for a doctoral degree must meet general standards and meet one of the following specific criteria:

- Lecturers, teachers, and researchers in domestic training and research institutions in the field of cultural and artistic education who have a master's degree and are recommended by training and research institutions to apply for a doctoral degree and commit to re-employment after graduation.

- Exchange students who have graduated from undergraduate and master's programs abroad with excellent or higher results in their specialized subjects, who are accepted by foreign training institutions for further doctoral level education, and who are recommended by domestic training, research, and cultural and artistic organizations to apply for a doctoral degree and commit to re-employment after graduation.
