The Ministry of Finance has recently issued Circular No. 50/2015/TT-BTC providing guidance on interest rate support for bank loans to temporarily store paddy and rice for the Winter-Spring 2014-2015 crop.
Documents for consideration of interest rate support for bank loans include:
1. Official Dispatch requesting state budget support for bank loan interests for merchants purchasing and temporarily storing rice (providing full details of the unit's name, address, tax code, requested amount, and account number for funding support).
Regarding support requests from the Northern Food Corporation and Southern Food Corporation, it is necessary to compile support requests from member units under the corporation.
2. Official Dispatch allocating targets for purchasing and temporarily storing rice for merchants from the Vietnam Food Association.
3. A certified copy (or a copy accompanied by the original for comparison) of the credit contract, and the debt acknowledgment between merchants and the commercial bank where the merchants borrow money, regarding merchants borrowing bank money to purchase and temporarily store rice for the Winter-Spring 2014-2015 crop under the direction of the Prime Minister of the Government of Vietnam.
4. A detailed list of rice purchased, exported, and stocked from the time merchants began purchasing for temporary storage within the regulated period until the end of the interest support period (June 30, 2015). The list must be confirmed by the leadership of the Department of Industry and Trade where merchants have temporary rice storage warehouses in accordance with the prescribed form.
In cases where merchants deploy purchasing and temporary storage in many localities, they must prepare detailed lists of rice purchased, exported, and stocked for each locality, confirmed by the leadership of the Department of Industry and Trade (where merchants have temporary storage warehouses). Based on the lists confirmed by the Department of Industry and Trade, merchants prepare a consolidated list of rice purchased, exported, and stocked for temporary storage and are responsible for the accuracy of the consolidated data.
5. A detailed list of bank loans for purchasing and temporarily storing rice and paying bank loan interest arising from the date of borrowing until the repayment date or the end of the interest support period (June 30, 2015). The list must be confirmed by the leadership of the commercial bank where the merchant borrows money in accordance with the prescribed form.
In cases where merchants deploy temporary storage purchases within the regulated time but the disbursement time of the storage loan is after the rice purchase time, merchants must provide a specific explanatory document detailing the disbursed amount according to each credit contract and debt acknowledgment used to pay for the quantities of temporarily stored goods purchased before the disbursement period by the bank. This explanatory document must be confirmed by the commercial bank where the merchants borrow money.
6. A calculation table of bank loan interest rates for purchasing temporarily stored rice proposed for support.
