Regarding this issue, LawNet would like to answer as follows:

On November 15, 2023, the Minister of Natural Resources and Environment issued Circular 18/2023/TT-BTNMT guiding the Law on Emulation and Commendation for the natural resources and environment industry.

What is the medal "For the cause of natural resources and the environment"?

The medal "For the cause of natural resources and environment" is a form of recognition by the Minister of Natural Resources and Environment for individuals who have been working in and outside the natural resources and environment industry; Individuals who are foreigners and Vietnamese people living abroad have contributed to the cause of building and developing the natural resources and environment industry.

The medal "For the cause of natural resources and the environment" can only be awarded once and cannot be awarded posthumously.

Subjects considered for awarding the Medal "For the cause of natural resources and environment" in Vietnam

Subjects considered for awarding the Medal "For the Cause of Natural Resources and Environment" include:

(i) Individuals who have been working at agencies, organizations, and units in the natural resources and environment industry.

(ii) Individuals who are Vietnamese and have contributed to the cause of building and developing the natural resources and environment industry.

(iii) Individuals who are foreigners or overseas Vietnamese who have contributed to the cause of building and developing the natural resources and environment industry.

Criteria for awarding the Medal "For the Cause of Natural Resources and Environment" in Vietnam

Specifically, Article 12 of Circular 18/2023/TT-BTNMT stipulates the criteria for awarding the Medal "For the cause of natural resources and the environment" as follows:

- For individuals subject to the provisions in (i)

+ The Minister and Deputy Minister of Natural Resources and Environment do not count seniority when considering awarding medals.

+ Have worked in the natural resources and environment industry for 20 years or more for men and 15 years or more for women, have good moral qualities, and complete tasks well.

In case an individual has 03 consecutive years of work in mountainous areas, remote areas, border areas, islands, or areas with extremely difficult socio-economic conditions, they must have 15 years of work or more for men and 10 years of work or more for women.

Individuals working in other industries and fields who transfer to work in the natural resources and environment industry must have a continuous working period of 25 years or more for men and 20 years or more for women.
including working time in the natural resources and environment industry for 10 years or more for men and 7 years or more for women.

+ Individuals holding leadership positions at the Department level of the General Department of the Ministry or equivalent or higher, leaders of the Department of Natural Resources and Environment of provinces and centrally-run cities, must have held the position for a period of time of 5 years or more.

- For individuals subject to the provisions in (ii)

+ Have outstanding achievements in leadership and direction, contributing to the cause of building and developing the natural resources and environment industry;

+ Have meritorious contributions to the cause of building and developing the natural resources and environment industry;

+ Have initiatives, solutions, and scientific works recognized by competent state agencies, have practical value, and make practical and effective contributions to the development of the natural resources and environment industry;

+ Provide financial or material help and support for the development of the Ministry of Natural Resources and Environment or one of the fields within the natural resources and environment sector.

- For individuals subject to regulations in (iii)

Have outstanding achievements in strengthening international cooperation and actively contributing to the construction and development of the natural resources and environment industry or one of the fields within the natural resources and environment industry.

More details can be found in Circular 18/2023/TT-BTNMT, taking effect on January 1, 2024 and replacing Circular 21/2018/TT-BTNMT dated November 14, 2018.
