According to Circular 36/2013/TT-BCT, the liquidation of contracts and budget settlement for industrial encouragement schemes in Vietnam are specified as follows:

The implementing unit must complete the preparation of the budget settlement dossier as per regulations no later than 15 days after the final scheme within the contract is accepted at the facility.
Based on actual circumstances, the Agency for Regional Industry Department will specify the time and place for liquidation of contracts and budget settlement with the unit accordingly, but no later than January 22 of the following year.
In case the implementing unit fails to prepare the budget settlement dossier within the stipulated period as mentioned in Clause 2, Article 18 of Circular 36/2013/TT-BCT, the Agency for Regional Industry Department will, based on the facility acceptance record and the payment proposal form according to Form No. 9, Appendix 1 of Circular 36/2013/TT-BCT, to pay with the State Treasury the amount advanced to the unit. The Agency for Regional Industry Department will specify the time and place for liquidation of contracts and budget settlement with the implementing units.
In case the requirements on objectives, content, results, and implementation time of the scheme contract are not fulfilled due to force majeure events, the Agency for Regional Industry Department will consider settling according to the work volume completed. The documents for liquidation of contracts and budget settlement in such cases include the scheme implementing unit's explanatory note; acceptance record with the confirmation of the completed work volume from the Department of Industry and Trade, district or commune-level People's Committee where the scheme is implemented; and expenditure documents for the completed work volume as per regulations.
