On October 27, 2015, the Ministry of Health of Vietnam issued the Circular No. 33/2015/TT-BYT providing guidelines for functions and duties of commune-level healthcare stations.
According to the Circular No. 33/2015/TT-BYT of the Ministry of Health of Vietnam, organization and personnel of commune-level healthcare stations are prescribed as follows:
Organization:
- A commune-level healthcare station shall have a head and a deputy head;
- Public employees working in a commune-level healthcare station shall perform the tasks assigned by the head of that station, ensuring fulfillment of the duties prescribed in Article 2 of this Circular;
- Directors of district-level healthcare centers have the power to decide appointment and dismissal of heads and deputy heads of healthcare stations, and transfer and mobilization of public employees working in healthcare stations within their competence.
Personnel:
Job title structure and headcount of each professional title in a commune-level healthcare station shall be determined based on the actual demand, workload and socio-economic characteristics of the commune where the station is located.
Besides, Circular No. 33/2015/TT-BYT also stipulates functions of commune-level healthcare stations as follows:
- The function of healthcare stations in communes, wards and towns is to provide primary healthcare to people in their communes.
- Commune-level healthcare stations shall have their own establishments and seals for transactions and specialized operations.
