The function of healthcare stations in communes, wards and towns (hereinafter referred to as “commune-level healthcare stations”) is to provide primary healthcare to people in their communes.
According to Circular No. 33/2015/TT-BYT of the Ministry of Health of Vietnam, in addition to the above-mentioned functions, commune-level healthcare stations shall have the following main duties:
- Perform specialized operations;
- Provide professional and operational guidelines for village health workers;
- Cooperate with relevant regulatory bodies in population and family planning; provide family planning services according to their level of specialty and regulations of laws;
- Inspect private healthcare practice and pharmacy practice and services that might affect people’s health;
- Operate as standing units of commune-level healthcare commissions for protection, maintenance and improvement of health of people in their communes;
- Combine military medicine with civilian medicine based on each commune’s situation;
- Manage their workforce, finance and property as assigned and as per the law;
- Follow statistical and reporting regimes prescribed by law;
- Perform other tasks assigned by directors of district-level healthcare centers and Chairpersons of commune-level People’s Committees.
Based on the capacity of each healthcare station, district-level healthcare centers shall propose to directors of Departments of Health assignment of the tasks in Point b, Point c Clause 1 and Clause 6 of this Article to commune-level healthcare stations in their districts to meet demands for healthcare according to regulations of laws and of the Ministry of Health.
