In Official Telegram 10/CD-TTg of 2025, the Prime Minister of the Government of Vietnam requested the Minister of Education and Training to enhance inspection activities regarding extracurricular teaching and learning.

On February 7, 2025, the Prime Minister of the Government of Vietnam issued Official Telegram 10/CD-TTg concerning the intensification of guidance over the work of admissions to secondary schools and high schools, as well as the management of extracurricular teaching and learning activities.

To continue improving the quality and effectiveness of state management over secondary school admissions, high school admissions, and extracurricular teaching and learning activities, the Prime Minister of the Government of Vietnam requests the Minister of Education and Training to:

- Direct and urge localities to guide schools and general education institutions in strictly implementing the regulations on secondary school and high school admissions; and the regulations on extracurricular teaching and learning as issued by the Ministry of Education and Training.

- Intensify the work of information dissemination, inspection, supervision, and monitoring of the implementation of the regulations on secondary school and high school admissions; and the regulations on extracurricular teaching and learning; and strictly and publicly handle violations according to regulations.

- Actively and regularly review and capture information to promptly amend, supplement, and perfect the regulations on secondary school admissions, high school admissions, and regulations on extracurricular teaching and learning, ensuring they meet practical requirements and new circumstances.

Simultaneously, the Prime Minister requests the Chairpersons of the People's Committees of the provinces and centrally administered cities to concentrate on executing comprehensively and effectively the tasks and solutions, and bear full responsibility for the work of secondary school admissions, high school admissions, and management of extracurricular teaching and learning activities in their localities, noting the following:

- Direct relevant agencies and units to well prepare the conditions for organizing secondary school admissions and high school admissions, ensuring transparency, practicality, effectiveness, reducing pressure, and reducing costs for society. Finalize and announce the admission plans for secondary schools and high schools for the academic year 2025 - 2026 by February 2025 so that students, teachers, schools, and general education institutions can proactively prepare for admissions.

- Allocate local budget resources and intensify the mobilization of private investment to build enough schools and classrooms, ensuring quality so that all students of compulsory education age can attend school, reducing pressure in admissions, especially in major cities, industrial zones, densely populated areas, and ensure that students of compulsory education age are not denied schooling.

- Direct general education institutions in their localities to strictly comply with the regulations on extracurricular teaching and learning; strictly handle violations of these regulations. Timely identify and commend individuals and groups dedicated and passionate about their students. Provide appropriate funding to schools to help improve the quality of education.

The Government Office, according to its assigned functions and duties, is to monitor and urge relevant agencies and units to implement this Official Telegram; cooperate with the Ministry of Education and Training to promptly report to the Prime Minister of the Government of Vietnam any difficulties or obstacles encountered during the implementation process.
