Below is the content of the regulation regarding the publication of decisions by localities related to the organization and restructuring of the apparatus in Vietnam from February 18, 2025, to February 20, 2025.

According to Official Dispatch 35/CV-BCD-TKNQ18, the Steering Committee of the Government of Vietnam requests the Ministries, ministerial-level agencies, agencies attached to the Government of Vietnam, and the People's Committees of provinces and centrally-affiliated cities to carry out good political and ideological work, promptly resolve policies concerning officials and public employees, workers, and other subjects, ensuring the effective implementation of the assigned tasks.
It is recommended that the Ministries, sectors, and localities complete the development of criteria, evaluation regulations, and conduct a review and screening of officials and public employees under their management, ensuring a minimum 20% reduction of officials and public employees receiving salaries from the state budget to streamline staffing according to the plan for arranging and streamlining the organizational apparatus of the Ministry or sector in accordance with the implementation roadmap of policies stipulated in Decree No. 178/2024/ND-CP dated December 31, 2024, of the Government of Vietnam.
In particular, for the People's Committees of provinces and centrally-affiliated cities:
Firstly, it is recommended that party committees and party organizations lead and direct local agencies and units to complete the Scheme for rearranging and streamlining the organizational apparatus (including the draft Decision stipulating the functions, tasks, powers, and organizational structure of each agency, organization, and unit in accordance with the Central Committee, the Politburo, the Central Steering Committee, and the suggestions and guidance of the Steering Committee of the Government of Vietnam; thoroughly prepare personnel plans, policies, headquarters, finances, assets, equipment, seals, and other ensuring conditions to present to the competent authorities for issuance immediately after the Central Committee and the National Assembly approve (the Central Committee will meet on January 23-24, 2025, and the National Assembly will meet from February 12-17, 2025).
Ensure that immediately after the closing of the National Assembly session, the Provincial Party Committee, and the Provincial People's Committee announce decisions on the organizational structure of special agencies under the Provincial People's Committee and district-level to operate immediately, with no legal gaps, ensuring continuity, effectiveness, and efficiency.
Secondly, execution time: Localities must urgently complete the arrangement of the organizational structure of special agencies under the Provincial People's Committee and district-level, ensuring operation in sync with the completion of the arrangement and streamlining of the Government of Vietnam's organizational apparatus (announce decisions related to organizational restructuring between February 18, 2025, and February 20, 2025).
Additionally, based on the plan for arranging and streamlining the organizational apparatus of the Government of Vietnam reported by the Party’s Government Affairs Commission to the Politburo and the Central Steering Committee, the Government of Vietnam's Steering Committee assigns the following responsibilities to ministries and ministerial-level agencies:
The Ministry of National Defense will lead and direct its functional units to cooperate with the Management Board of Ho Chi Minh Mausoleum.
The Ministry of Home Affairs leads and cooperates with the Ministry of Labor, War Invalids, and Social Affairs.
The Ministry of Finance leads and cooperates with the Ministry of Planning and Investment, the Committee for Management of State Capital at Enterprises, Vietnam Social Security, and the National Financial Supervisory Commission.
The Ministry of Transport leads and cooperates with the Ministry of Construction.
The Ministry of Natural Resources and Environment will lead and cooperate with the Ministry of Agriculture and Rural Development.
The Ministry of Culture, Sports and Tourism leads and cooperates with the Ministry of Information and Communications.
The Ministry of Information and Communications leads and cooperates with the Ministry of Science and Technology.
The Ministry of Education and Training leads and cooperates with the Ministry of Labor, War Invalids, and Social Affairs, Hanoi National University, and Ho Chi Minh City National University.
The Ministry of Health leads and cooperates with the Ministry of Labor, War Invalids, and Social Affairs and other related agencies.
The Ministry of Foreign Affairs leads and cooperates with relevant agencies.
The Committee for Ethnic Minority Affairs leads and cooperates with the Ministry of Home Affairs (the Government of Vietnam's Committee for Religious Affairs).
The State Bank of Vietnam leads and cooperates with the National Financial Supervisory Commission, and the Ministry of Industry and Trade.
