The function of healthcare stations in communes, wards and towns (hereinafter referred to as “commune-level healthcare stations”) is to provide primary healthcare to people in their communes.
According to the Circular No. 33/2015/TT-BYT of the Ministry of Health of Vietnam, commune-level healthcare stations shall perform the following specialized operations as follows:
1. Preventive medicine:
- Vaccination;
- Supervise and adopt measures for prevention and control of infectious diseases, HIV/AIDS, non-communicable diseases and diseases of unknown cause; promptly detect and report diseases and epidemics;
- Provide guidelines on environmental hygiene, risks to community health; accident prevention, building safe communities; school health; and community nutrition as prescribed by law;
- Inspect, supervise and deploy activities concerning food safety in their communes as per the law.
2. Medical examination and treatment; and use of traditional medicine in medical examination and treatment:
- Perform first aid and emergency aid;
- Perform medical examination and treatment and physical rehabilitation according to their level of specialty and scope of practice as prescribed by law;
- Combine traditional medicine with modern medicine in medical examination and treatment via pharmacological and non-pharmacological approaches; apply and inherit experience and effective remedies and treatment methods, and conserve valuable medicinal plants in their communes;
- Conduct preliminary medical examination for conscription.
3. Reproductive healthcare:
- Perform specialized operations concerning pregnancy management; childbirth assistance and natural birth delivery;
- Provide healthcare to mothers and children according to their level of specialty and scope of practice as per the law.
4. Provision of essential medicines:
- Manage drug and vaccine sources assigned as regulated;
- Give instructions on safe, proper and effective use of drugs;
- Develop model medicinal herb garden suitable to each commune’s situation.
5. Community health management:
- Manage health of households and the elderly, cases of infectious diseases, diseases of unknown cause, non-communicable diseases and chronic diseases;
- Cooperate in school health management.
6. Health education:
- Provide information related to diseases and epidemics; vaccination; risks to community health and preventive methods thereof;
- Advise and encourage people to participate in maintenance, protection and improvement of their health; and in population and family planning.
