02 Decrees and 01 Circular will be issued to guide the Law on Implementing Democracy at the Grassroots in Vietnam

Decision 346/QD-TTg of 2023 on the Plan to implement the Law on Implementing Democracy at the Grassroots issued by the Prime Minister, there will be 02 Decrees and 01 Circular guiding the Law.

Specifically, develop documents detailing and implementing the Law; Developing regulations for implementing democracy at the grassroots includes:

(1) Develop a Decree detailing a number of articles of the Law on Implementing Democracy at the Grassroots

- Responsible agency: Ministry of Home Affairs.

- Coordinating agency: Central Committee of Vietnam Fatherland Front, Vietnam General Confederation of Labor, Office of the National Assembly, Office of the Government, Ministry of Justice, Ministry of Labor, War Invalids and Social Affairs,
Government Inspectorate and relevant agencies.

- Time to submit to the Government: April 2023.

(2) Develop a Decree detailing the Law on Implementing Democracy at the Grassroots on building and implementing village conventions and conventions of residential communities

- Responsible agency: Ministry of Culture, Sports, and Tourism.

- Coordinating agency: Ministry of Home Affairs, Ministry of Justice, Central Committee of Vietnam Fatherland Front, and relevant agencies.

- Time to submit to the Government: April 2023.

(3) Develop a Circular guiding the preparation of estimates, management, use, and settlement of funds for implementing democracy at the grassroots and the allocation of funds to the Central Committee of the Vietnam Fatherland Front and the Vietnam General Confederation of Labor to support operating expenses for the People's Inspection Board and the Community Investment Supervision Board.

- Responsible agency: Ministry of Finance.

- Coordinating agency: agencies of the Central Committee of the Vietnam Fatherland Front, the Vietnam General Confederation of Labor, the Ministry of Home Affairs, the Ministry of Justice, and related agencies.

- Completion time: June 2023.

(4) Promulgate documents regulating the implementation of democracy within agencies of the People's Army and People's Police

- Responsible agency: Ministry of National Defense and the Ministry of Public Security.

- Implementation time: 2023.

(5) Issue Resolutions of People's Councils at all levels deciding on measures to ensure the implementation of democracy at the grassroots level in the area

- Presiding agency: People's Councils at all levels.

- Implementation time: 2023.

(6) Promulgate Regulations on implementing democracy at the grassroots level

- Responsible agency: ministries, ministerial-level agencies, government agencies, specialized agencies under the People's Committees at provincial and district levels, and affiliated agencies and units according to decentralized management; Commune People's Committee; state-owned enterprises; and non-state-owned enterprises.

- Completion time: fourth quarter of 2023.

In addition, organize a review of current legal documents related to the implementation of democracy at the grassroots level; propose amendments, supplements, replacements, and annulments of regulations that are no longer appropriate or have expired; or promulgate new legal documents to ensure consistency and synchronization with the Law.

- At the center:

+ Lead agency: ministries and ministerial-level agencies organize the review of legal documents they promulgate or submit to competent authorities for promulgation, and send review results to the Ministry of Home Affairs to synthesize and report to the Prime Minister.

+ Completion time: October 2023.

- Locally:

+ Host agency: The People's Committees of provinces and centrally run cities preside over the review of legal documents promulgated by the People's Councils and Provincial People's Committees, and send the review results to the Ministry of Home Affairs to synthesize and report to the Prime Minister.

+ Completion time: October 2023.
