To be specific:, according to Clause 5 Article 1 of the Draft amending and supplementing Article 37 of the Law on Public Employees 2008, public employees working at public service providers can be accepted into the official ranks by the head of the official management agency without having to go through recruitment exams or selection.
However, according to this Draft, the person accepted into the official position must meet all the job position requirements. To be specific:, public employees when accepted must ensure to have at least 05 years of service, excluding probationary periods, in job positions requiring a university degree or higher that match the requirements of the job position being recruited for and must have mandatory social insurance contributions. In cases where the periods with mandatory social insurance contributions are not continuous, but the employee has not received a one-time social insurance allowance, the periods can be accumulated.
Therefore, if this regulation in the Draft is approved, from January 1, 2020, many public employees can be accepted into the official ranks but must meet the above conditions, which include having at least 05 years of service in job positions requiring a university degree or higher.
