Statutory Pay Rate for Officials, Public Employees, and Armed Forces 2019

Effective from July 1, 2019, the statutory pay rate will be 1,490,000 VND/month.

Notably, the Draft has eliminated the provisions for individuals working under labor contract policies within the number of employees approved by competent authorities at public service providers according to the regulations of the Government of Vietnam and the Prime Minister of the Government of Vietnam.

Accordingly, the following subjects shall apply this salary level, specifically:

- Officials from central to district levels defined in Clause 1 and Clause 2, Article 4 of the 2008 Law on Officials;- Officials at the commune level as specified in Clause 3, Article 4 of the 2008 Law on Officials;- Public employees in public service providers as stipulated in the 2010 Law on Public Employees;- Individuals working under labor contract policies with salaries classified according to Decree 204/2004/ND-CP, including: Individuals working under labor contract policies in agencies, units of the Communist Party, the State, political - social organizations as stipulated in Decree 68/2000/ND-CP;- Individuals working under payroll quotas in associations receiving operational funding support from the state budget as defined in Decree 45/2010/ND-CP;- Officers, professional soldiers, non-commissioned officers, soldiers and defense workers, and public employees working under labor contracts in the Vietnam People's Army;- Officers, salaried non-commissioned officers, non-commissioned officers and mandatory soldiers, public security workers, and contract laborers in the People's Police;- Individuals working in cryptographic organizations;- Non-specialized activists at the commune level, in villages and urban quarters.

The Draft Decree regulating the statutory pay rate for officials, public employees, and armed forces is expected to take effect from July 1, 2019.
