Subjects to be considered for official admission from 2021 in Vietnam

The recruitment of officials in Vietnam is currently done through 2 forms, which are recruitment and selection. So from 2021, who will be recruited into officials under the form of recruitment?

1. Subjects to be considered for admission of officials in 2021

According to the Law on Officials 2008 of Vietnam, the form and contents of examination to recruit civil servants must be suitable to each sector and occupation, ensuring that persons with appropriate qualities, qualifications and capabilities are selected. The recruitment of officials through admission shall be carried out under the decision of the agency competent to recruit officials.

According to the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, subjects eligible to apply the admission for officials include:

- Persons who commit to voluntarily work for 5 years or more in areas with extremely difficult socio-economic conditions;

- Learners under admission by form of nomination according to the provisions of the Education Law, after graduation, work in the locality where they are sent to study;

- Excellent graduates, talented young scientists.

According to Article 87 of the Education Law 2019 of Vietnam, admission by form of nomination is applied for students from ethnic minorities with sparse population; students from ethnic minorities living in areas with exceptional socio-economic difficulties and have no or few officials/public employees who are of ethnic minorities.

Concurrently, according to the Decree No. 140/2017/NĐ-CP, excellent university graduates at domestic or foreign higher education institutions recognized as equivalent in degrees and certificates as prescribed by law and those with master's degrees, specialized doctors grade I, resident doctor, level I specialty pharmacist, majoring in medicine and pharmacy, aged between full 16 years old and 30 years old; persons with doctorate degrees, level II specialists, level II specialized pharmacists in medicine or pharmacy under 35 years of age, if they fully satisfy the conditions in Article 2 of the Decree No. 140/2017/NĐ-CP, will be recruited into officials with the form of nomination.

Thus, according to the provisions of Clause 1 Article 10 of Decree No. 138/2020/NĐ-CP, only the subjects listed above can apply the recruitment form when participating in recruitment of officials.

2. Candidates for officials recruitment must pass 2 rounds of examination

According to Article 11 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, candidates for officials recruitment will have to go through 2 rounds of examination, including:

Round 1: Check the eligibility requirements at the Application Form according to the requirements of the job position to be recruited, if satisfied, the candidate can participate in round 2.

Round 2: Interview to test the candidate's knowledge and skills of performing official duties according to the requirements of the job position to be recruited. Interview time is 30 minutes, candidates have a maximum of 15 minutes to prepare before the interview. The scale of this section is 100 points.

Compared with the old regulations, Decree No. 138/2020/NĐ-CP has detailed regulations and allows candidates to have time to prepare up to 15 minutes before the interview. Concurrently, Decree No. 138/2020/NĐ-CP has also removed the regulation on not being able to review the results of the second round, so candidates for officials recruitment in 2021 can request a re-examination of the results of this round.

The successful candidate in the official recruitment examination must have a result of round 2 of 50 points or more, after adding priority points (if any) and within the recruitment quota of each job position. The head of the recruitment agency will proceed to take the results from high to low.

If there are 02 or more people with the same total score in the final indicator of the job position to be recruited, the person with the higher second round score will be the successful candidate; if still undetermined, the head of the agency competent to recruit officials shall decide on the successful candidate.

Those who fail to be recruited in the official recruitment examination are not entitled to reserve their examination results for the next recruitment examinations.
