Detailed instructions on procedures for officials promotion exam in Vietnam (latest)

1. Procedures for carrying out the officials promotion exam

Procedures for the officials promotion exam are carried out through the following 07 steps:

Step 1: Grounds, principles, standards and conditions for taking the officials exam (Article 30 of Decree No. 138/2020/NĐ-CP of Vietnam’s Government)

- The promotion of the officials rank must be based on the job position, in accordance with the officials rank structure of the agency employing the official already approved by the competent authority;

- Based on the number of quota-raising targets of agencies or organizations employing officials already approved by competent authorities, the officials management agency is responsible for reviewing, determining and making a list of officials who fully meet the criteria and conditions for taking the rank promotion exam.

Step 2: Develop a project for officials promotion exam

According to Article 34 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, the agency competent to organize the officials rank promotion exam must develop a scheme on the officials rank promotion exam and send it to the Ministry of Home Affairs (for state agencies) or the Central Organizing Committee (for agencies of the Communist Party of Vietnam, Vietnam Fatherland Front and socio-political organizations) for comments before organizing it according to its competence.

Step 3: Organize the officials promotion exam

According to Article 32 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, the organization of the officials promotion exam includes:

- Exam for raising the rank of officials from the rank of main expert or equivalent to the rank of senior specialist or equivalent;

- Exam to raise the rank from expert or equivalent to major expert or equivalent;

- Exam to raise the rank from employee rank or equivalent to officer rank or equivalent; from the rank of officer or equivalent to the rank of specialist or equivalent.

Note: The Ministry of Home Affairs promulgates the Rules and Regulations on organization of the civil service promotion exam; assume the prime responsibility for developing and providing question banks, answers to general knowledge exams for civil service promotion exams.

Step 4: Exam subject, form, and time for promotion exam

According to Article 37 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, the officials promotion exam is conducted as follows:

- General knowledge subjects: Multiple choice exam; 60 questions about the political system, organizational apparatus of the Party, the State, socio-political organizations; Government administrative management; officials and public servants; the responsibilities and duties of officials according to the requirements of the examination ranks; Exam time is 60 minutes.

- Foreign language: Multiple choice exam; 30 questions about one of five languages in English, Russian, French, German and Chinese according to the requirements of the exam grade, decided by the head of the agency competent to organize the promotion exam; Exam time is 30 minutes.

- Informatics: Multiple choice exam; 30 questions as required by the competition category; Exam time is 30 minutes.

- Professional subjects and professions:

+ For promotion to the rank of senior specialist or equivalent: Project writing exam, maximum time 08 hours and thesis defense exam, maximum time 30 minutes; Exam content according to the requirements of the exam category. The project writing exam and the project defense exam are scored with a scale of 100 for each test;

+ For promotion to the rank of main expert or equivalent: Written exam, duration 180 minutes; exam content according to the requirements of the competition category; 100 point scale;

+ For raising the rank to the rank of civil servant or equivalent; Specialist rank or equivalent: Written exam, duration 120 minutes; exam content according to the requirements of the competition category; 100 point scale.

Step 5: Determine successful candidates of the promotion exam (Article 38 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government)

There are correct answers from 50% of the questions or more for each subject of general knowledge, foreign language and informatics.

The score of 50 or more on a professional test, a senior expert or the equivalent must score 100 or more (in which the score of the thesis writing test and the thesis defense exam must be at least 50 points in each test) and score in order from high to low within the assigned quota.

Note: In case there are 02 or more people with the same total score in the final professional exam, the order of priority for admission.

Step 6: Announce the results of the promotion exam (Article 39 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government)

Step 7: Rank appointment and salary arrangement for officials who have passed the rank promotion exam (Article 40 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government)

Within 15 days from the date of receipt of the list of officials who have been recruited in the rank promotion exam, the head of the officials management agency shall issue a decision on rank appointment and salary arrangement for the official who has been recruited according to regulations.

2. How to carry out the procedure for officials promotion exam

- Submit directly to the following agency competent to organize the rank promotion exam:

+ The Ministry of Home Affairs shall assume the prime responsibility for organizing the contest to raise the rank of official from the rank of main expert to the rank of senior expert in state agencies and public non-business units of the State;

+ The Central Organization Department shall assume the prime responsibility for, and coordinate with the Ministry of Home Affairs in, organizing an exam to raise the rank of officials from the rank of main expert to the rank of senior expert in agencies, public service units of the Communist Party of Vietnam and socio-political organizations;

+ The Party's specialized officials ranks management agency shall assume the prime responsibility for, and coordinate with the Central Organization Department; Ministries and ministerial-level agencies managing specialized officials ranks shall assume the prime responsibility for, and coordinate with the Ministry of Home Affairs in organizing an exam to raise the rank of specialized official equivalent to the rank of major expert to the rank of specialized official equivalent to the rank of senior expert;

+ The officials management agency shall preside over the exam to raise the rank from the rank of employee to the rank of official or equivalent; from the rank of employee, officer or equivalent to the rank of specialist or equivalent; from the rank of expert or equivalent to the rank of main expert or equivalent.

- Via official dispatches.

Profile components include:

- The curriculum vitae of officials according to current regulations shall be made no later than 30 days before the deadline for submitting the application for the promotion exam, certified by the agency managing and employing the official;

- Comments and evaluations of the heads of agencies or organizations employing officials on the criteria and conditions for exam registration as prescribed;

- Copies of diplomas and certificates at the request of the exam category; (In case the official has a professional diploma that has qualified for output in foreign languages or informatics according to regulations and corresponds to the requirements of the exam category, he/she is not required to submit a foreign language or informatics certificate)

- Other requirements according to the regulations on professional standards of the officials class.

Examination fee for officials promotion:

- Raising the rank of senior specialist and equivalent:

+ Under 50 candidates: 1,400,000 VND/candidate/test;

+ From 50 to less than 100 candidates: 1,300,000 VND/candidate/test;

+ From 100 candidates or more: 1,200,000 VND/candidate/test.

- Raising the rank of specialist, main specialist and equivalent:

+ Under 100 candidates: 700,000 VND/candidate/test;

+ From 100 to less than 500 candidates: 600,000 VND/candidate/test;

+ From 500 or more: 500,000 VND/contestant/time for the exam.

- Review: 150,000 VND/test.

3. Requirements and conditions for performing administrative procedures for officials rank promotion exam

According to Clause 3 Article 30 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, officials may register for the rank promotion exam when they fully meet the following criteria and conditions:

- Being graded at the level of completing tasks well or higher in the working year immediately preceding the year of competition for rank promotion; have good political and moral qualities; not within the time limit for disciplinary action, not during the implementation of regulations related to discipline;

- Having the capacity, professional qualifications and expertise to take on a job position corresponding to the rank of official higher than the rank of official currently held in the same professional sector;

- Satisfying the requirements for diplomas, certificates and other requirements on professional and professional standards of the competition category;

- Satisfying the minimum working time requirements for each rank of official specified in the professional and professional standards of the competition category;

Note: The officials management agency is responsible before law for the standards and conditions of officials appointed to participate in the rank promotion exam and keeps and manages the official's registration dossier for the rank promotion exam in accordance with regulations.
