Vietnam: Provincial People's Committee decides to raise the salary level for officials

On November 27, 2020, the Government of Vietnam issued the Decree No. 138/2020/NĐ-CP on recruitment, use and management of officials.

According to Article 74 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, tasks and powers of People's Committees of central-affiliated provinces and cities in the management of officials are as follows:

- Manage the quantity, standards, recruitment and use of officials under their management according to assignment and decentralization; decide on rank appointment and salary arrangement for officials with the rank of senior expert or equivalent after obtaining the consent of the Ministry of Home Affairs of Vietnam; decide to raise the salary level on a regular basis, raise the salary level ahead of time for officials with the rank of senior specialist and the equivalent; decide on rank appointment, salary arrangement, regular salary increase, advance salary grade increase for officials with main expert rank or equivalent or below;

- Organize the recruitment, assignment, and decentralization of recruitment, employment, training and retraining of officials under their management;

- Decide on the list and number of job positions; manage employment positions and payrolls of officials according to assignment and decentralization and according to the Party's regulations and laws;

- Organize exams or consider raising ranks for officials under their management;

- Organize the implementation of the salary regime and other remuneration policies for officials under its management;

- Perform commendation and discipline work for officials according to their competence or propose competent authorities to commend and discipline them according to regulations;

- Make statistics and report on statistics of officials according to regulations;

- Inspect and examine the implementation of laws on officials under their management;

- Settle complaints and denunciations according to decentralization and according to the provisions of law on complaints and denunciations.
