The Government of Vietnam has issued Decree 117/2016/ND-CP amending Decree 204/2004/ND-CP concerning salary policies for officials, public employees, and armed forces.
implementing the highest salary raise for crypto-codification workers as specified at Point b Clause 1 Article 5 of Decree 204/2004/ND-CP to the salary level of the rank of Lieutenant General (current regulation equates to the rank of Major General).
Supplementary regulations on the period of consideration for salary raise for ranks/ratings
According to Decree 117/2016, the implementation of promoting, demoting ranks/ratings and raising salaries is as follows:
- The promotion and demotion of ranks/ratings and the raise of allowances for officers, non-commissioned officers, soldiers, professional soldiers, and technical specialists in armed forces are implemented according to the current legal regulations for armed forces;- Officers of the Vietnam People's Army and officers of the People's Public Security who have held the highest rank of the current position are eligible for salary raise if they complete their tasks, meet political standards, ethical qualities, professional qualifications, and health conditions.
Supplementary regulations on the period of consideration for salary raise: 4 years for the rank of Generals, Colonels, and Captains and 3 years for Lieutenants.
Authority to decide on salary raise:
- For officers of the Vietnam People's Army, it is implemented according to Clause 5 Article 1 of the Revised Law on Vietnam People's Army Officers 2014;- For officers of the People's Public Security: The Prime Minister decides for the ranks of General and Senior General; the Minister of Public Security decides for the ranks of Lieutenant General and below.
Salary arrangement for senior lecturers appointed to the title of professor
Supplementing the Professional and Specialist Salary Table for officials and public employees in State public service providers (Table 3) issued with Decree 204/2004/ND-CP for public employees currently arranged in senior lecturer positions appointed to the title of professor. The salary arrangement is as follows:
- In case they have not reached the final grade for the senior lecturer title, they will be promoted by one adjacent level from the date of appointment to the title of professor, with consideration for the next salary increase from the date of holding the old salary level.- In case they have reached the final grade for the senior lecturer title, they will be added 3 years (36 months) to calculate the seniority allowance beyond the framework from the date of signing the appointment decision to the title of professor.
Supplementing the leadership allowance coefficients for organizational entities under Departments attached to Ministries into the Leadership Allowance Table
- Leadership allowance coefficients for Departments under Ministries: Department Heads under Ministries (1.00); Deputy Department Heads under Ministries (0.80); Heads of Divisions (Boards) and equivalent organizations (0.60); Deputy Heads of Divisions (Boards) and equivalent organizations (0.40);- Supplementing leadership allowance coefficients for organizational entities under Departments under Ministries: Directors (0.60); Deputy Directors (0.40); Heads of Divisions (0.30); Deputy Heads of Divisions (0.20);- In cases where the current leadership allowance differs significantly compared to the stipulated leadership allowance coefficients, the higher leadership allowance will be maintained until the end of the appointed term;- In cases where the remaining term of the appointment is less than 6 months, the leadership allowance that has been enjoyed will be maintained for the remaining 6 months.
Decree 117/2016/ND-CP takes effect from September 15, 2016.
