Who is eligible to participate in the national competition for excellent students in Vietnam?

Article 4 of the Regulation on the national competition for excellent students issued along with Circular 17/2023/TT-BGDDT stipulates as follows:

Eligibility

1. For the national competition for excellent students:

a) Students currently studying at upper secondary schools who have satisfactory or higher ratings in conduct and academic performance according to the results of the semester (or school year) immediately preceding the competition and are selected for the competition team of the respective unit;

b) Each contestant is allowed to participate in only one subject per school year.

2. For the selection competition for the Olympic team:

Upper secondary school students who fall into one of the following categories:

a) Selected by the Ministry of Education and Training from among the students who won awards in the national competition for excellent students in the same school year based on descending order of exam scores, ensuring that the number of students selected for each subject does not exceed eight (08) times the number of students needed for the national team to participate in the international Olympic competition for that subject;

b) Did not participate in the national competition for excellent students in the same school year, but were members of the national team that participated in the regional Olympic competition; members of the national team who participated in the international Olympic competition in the previous school year.

Therefore, those eligible to participate in the national competition for excellent students are upper secondary school students who have a satisfactory or higher rating in conduct and academic performance according to the results of the semester (or school year) immediately preceding the competition and are selected for the competition team of the respective unit.

Note: Each contestant is allowed to participate in only one subject per school year.

Are teachers participating in the training of excellent students allowed to join the National Exam Proposal Team for excellent students in Vietnam?

Article 17 of the Regulation on the national competition for excellent students issued along with Circular 17/2023/TT-BGDDT provides as follows:

Exam Proposal Council

1. The Exam Proposal Council is established by the Minister of Education and Training.

2. Structure and composition of the Exam Proposal Council:

a) Chairman of the Council: Leadership of the Quality Management Department;

b) Vice Chairman of the Council: Leadership of several relevant units under the Ministry of Education and Training, Head of the Examination Management Department, leaders of higher education institutions;

c) Members, Secretary: Civil servants, public employees of units under the Ministry of Education and Training and higher education institutions, upper secondary schools; in which, the standing member is an official of the Quality Management Department;

d) Each subject examination has an Exam Proposal Team consisting of a team leader and exam drafters, exam reviewers. The exam drafters and reviewers are individuals belonging to the following categories: officials and public employees, researchers, full-time lecturers, full-time teachers working at educational institutions that meet all the requirements stipulated in Clauses 2 and 3, Article 8 of this Regulation; other cases are decided by the Minister of Education and Training. During the examination year, any individual who has students whom they directly teach in class participating in the examination or presiding over/supervising the training of the team from the participating unit is not allowed to participate in the Exam Proposal Team;

e) Public security force members assigned by the Ministry of Public Security; staff and technicians assigned by the Government of Vietnam Cryptographic Board;

f) Security, medical staff, service personnel assigned by the Ministry of Education and Training.

Therefore, according to the regulations, teachers who have students whom they directly teach in class participating in the examination or presiding over/supervising the training of the team from the participating unit are not allowed to participate in the National Exam Proposal Team for excellent students.

Hence, teachers participating in the training of excellent students are not allowed to join the National Exam Proposal Team for excellent students.

What is the purpose of the national competition for excellent students in Vietnam?

According to Article 2 of the Regulation on the national competition for excellent students issued along with Circular 17/2023/TT-BGDDT, the purpose of the national competition for excellent students is to motivate and encourage teachers and students to develop their creative capacities, teach well, and study well; contribute to promoting the improvement and enhancement of teaching and learning quality, as well as the management and directive quality of educational management departments; simultaneously, identify students with special talents in certain subjects to create a source of training, achieving the goal of nurturing national talents.
