According to Article 34 of the Regulation on Exams for the Selection of Excellent Students promulgated together with Circular 17/2023/TT-BGDDT:

Issuance of Certificates

1. Certificates in national high school excellent student competitions

a) Certificates of students winning prizes in the national high school excellent student competition are issued to the students who win prizes in the competition;

b) Certificates of students participating in the national high school excellent student competition are issued to the students who participate in the competition but do not win prizes;

c) Certificates of students participating in the national high school student selection for international and regional Olympic teams are issued to the students who participate in the exam.

2. Based on the results of the competition, the Director of the Quality Control Department issues certificates to students. Certificates are issued only once.

3. The Director of the Quality Control Department has the authority to revoke and annul issued certificates if it is discovered that the certificate recipient violated the examination regulations during the competition or the prize ranking and certificate issuance were carried out non-conformably.

Thus, the certificates of exams for the selection of excellent students at the national level s are issued by the Director of the Quality Control Department to the students. Certificates are issued only once.

Additionally, the person authorized to revoke and annul issued certificates upon discovering that the certificate recipient violated the examination regulations during the competition or the prize ranking and certificate issuance were carried out non-conformably is also the Director of the Quality Control Department.

Who is responsible for handing over the certificates of exams for the selection of excellent students at the national level to students in Vietnam?

According to Article 45 of the Regulation on Exams for the Selection of Excellent Students promulgated together with Circular 17/2023/TT-BGDDT:

Responsibilities of the Department of Education and Training

1. Advise the provincial People's Committee on the plan, strategy, and budget for organizing the competitions at the local level.

2. Direct and organize the implementation of excellent student competitions at the local level, perform the examination supervision duties according to the Examination Regulations and the guidance of the Ministry of Education and Training.

3. Direct, organize, and manage examination records, prepare the necessary facilities for organizing national excellent student competitions; cooperate with relevant units to organize excellent student competitions.

4. Publicize the selection methods for students for the national excellent student competition team of the unit; organize selection and formation of teams to participate in the national excellent student competition; adhere to the regulations and requirements for exam registration, ensure responsibility for student exam records; submit the list of students in the national excellent student competition teams along with the examination questions and marking guidelines in the unit’s team selection exam to the Ministry of Education and Training.

5. The head of the unit is responsible for mobilizing and creating all necessary conditions for the officials and public employees, and teachers to participate in the competition as per the request and proposal of the Ministry of Education and Training.

6. Organize the delivery of the certificates of the national excellent student competition to the students.

7. Implement rewards and disciplinary actions for individuals involved in organizing the competition, students, and those within the scope of their authority as regulated; propose commendations and disciplinary actions to competent authorities as per the Examination Regulations and legal provisions for individuals involved in organizing the competition and students.

8. Promptly report any difficulties encountered during the organization of the competition to the Ministry of Education and Training (via the Quality Control Department) for resolution.

The Department of Education and Training is responsible for organizing the delivery of the certificates of the national excellent student competition to the students.

Besides receiving a Certificate, what are the rights of students achieving the prizes of national excellent students in Vietnam?

Based on Article 35 of the Regulation on Exams for the Selection of Excellent Students promulgated together with Circular 17/2023/TT-BGDDT, besides being issued certificates, other rights of students achieving the prizes of national excellent students in Vietnam include:

- Students winning prizes in the national excellent student competition are rewarded.

- Students winning prizes in the national excellent student competition and having graduated high school are considered for direct admission and given priority for admission to universities and colleges according to the current University Admission Regulations and College Admission Regulations in Early Childhood Education.

- Grade 12 students participating in the team selection for the Olympic team are exempt from the high school graduation examination.

- Students who are members of the international and regional Olympic teams are granted direct admission to universities according to current regulations and are prioritized for overseas university education with government scholarships.
