Working regime of the National Steering Committee on building special administrative-economic units is stipulated in Article 9 of the Operational Regulations of the National Steering Committee on building special administrative-economic units issued together with Decision 267/QD-TTg in 2018 as follows:
(1) Working regime
- The Steering Committee works according to a regime that promotes the personal responsibility of the Steering Committee's leaders. The Steering Committee leaders decide on issues through holding Steering Committee meetings or collecting opinions and reporting in writing.
- The Head of the Steering Committee assigns the Deputy Head of the Steering Committee or a standing member of the Steering Committee to preside over a number of meetings and the work of the Steering Committee.
- Members of the Steering Committee are responsible for fully attending all meetings of the Steering Committee. In the event of an absence from a meeting of the Steering Committee, members of the Steering Committee are responsible for reporting to the Head of the Steering Committee and appointing someone to attend the meeting instead.
- Ministries, branches, and localities are responsible for supporting and coordinating with the Steering Committee to carry out the Steering Committee's tasks. Steering Committee members work on a part-time basis; to use the organizational apparatus of their agency to carry out tasks assigned by the Steering Committee's leadership.
(2) Organizing meetings, working trips, and surveys of the Steering Committee
- The Steering Committee meets periodically in January and July every year; In cases of necessity, the Head of the Steering Committee decides to organize extraordinary meetings.
- The Steering Committee's leadership decides to organize working sessions and surveys of the Steering Committee based on work requirements or at the request of the Ministry of Planning and Investment.
- The Ministry of Planning and Investment acts as the focal point to propose that the Head of the Steering Committee organize regular and extraordinary meetings of the Steering Committee, working sessions, and surveys of the Steering Committee; coordinate with the Government Office and the Ministry of Home Affairs to prepare the organization and content of meetings and the work of the Steering Committee.
- Based on specific work, the Ministry of Planning and Investment and the Government Office report to the Steering Committee to invite representatives of the Central Committee of the Vietnam Fatherland Front and organizations.
and relevant agencies, organizations, experts, and scientists participating in the Steering Committee's activities.
(3) Reporting, information provision, and document preparation regime
- The Ministry of Planning and Investment coordinates with relevant ministries and agencies to prepare reports and documents for meetings and business trips of the Steering Committee. Before meetings of the Steering Committee, the Ministry of Planning and Investment is responsible for synthesizing reports from relevant agencies, reporting them to the Head of the Steering Committee, and sending them to all members of the Steering Committee.
- Members of the Steering Committee proactively report, propose recommendations to the Head of the Steering Committee, or report at the request of the Steering Committee's leadership on issues related to the implementation of the functions and tasks of the Steering Committee. The opinions of members are the official opinions of the agency where they work.
- Periodically in June and December every year, members of the Steering Committee are responsible for reporting on the implementation of tasks assigned by the Head of the Steering Committee and sending it to the Ministry of Planning and Investment to synthesize and organize regular meetings of the Steering Committee.
- The Ministry of Planning and Investment is responsible for reporting the situation and results of the activities of the Steering Committee; Unscheduled reports are made at the request of the Prime Minister on the activities of the Steering Committee. Steering Committee members are responsible for reporting on the implementation of tasks assigned by the Steering Committee and sending them to the Ministry of Planning and Investment for synthesis and reporting to the Steering Committee Head; coordinating and supporting the Ministry of Planning and Investment to carry out the tasks of the standing agency of the Steering Committee.
- The National Steering Committee on the construction of special administrative and economic units does not use its own seal.
- Head and Standing Deputy Head of the Steering Committee when signing documents directing the use of the Prime Minister's seal.
- Deputy Heads, Standing Members, and Steering Committee members use their agency's seal when signing documents to carry out the Steering Committee's tasks.
