Which Ministry does the Information Technology Center belong to in Vietnam?

Information Technology Center is a specialized unit in charge of information technology and digital transformation in the Ministry of Culture, Sports, and Tourism; has the function of advising and assisting the Minister in managing information technology application activities, digital transformation, and ensuring network information security within the scope of state management of the Ministry; organizing and implementing information technology application and development activities, collect, process, store and provide information, communication and electronic data according to the provisions of law.

Information Technology Center (hereinafter referred to as the Center) is a public service unit with legal status and its own seal and account according to the provisions of law.

What are the duties and powers of the Information Technology Center in Vietnam?

Specifically, Article 2 of Decision 756/QD-BVHTTDL 2023 stipulates the tasks and powers of the Information Technology Center as follows:

- Preside over submitting to the Minister long-term, medium-term, and annual strategies, programs, and plans on information technology application, digital transformation, and digital government development of the Ministry; orienting the development of information technology, digital transformation, building an electronic database warehouse of the Ministry, agencies and units under the Ministry, and organizing implementation after approval.

- Preside over and submit to the Minister a plan to develop communication information on culture, family, physical education, sports, and tourism on the Ministry's electronic information portal and the To Quoc electronic newspaper and organize implementation after approval.

- Preside over submitting to the Minister for promulgation of regulatory documents, regulations, and technical standards on information technology application, digital transformation, and network information security within the scope of state management of the Ministry according to regulations of the Law.

- Preside and coordinate with units under the Ministry to develop plans and organize the implementation, maintenance, and updating of the Ministry's e-Government architecture.

- Appraisal of basic and detailed design; appraisal of plans and technical and technological solutions for information technology, digital transformation, and network information security projects and tasks of the Ministry as assigned by the Minister and agencies and units under the Ministry according to the provisions of law.

- Regarding the application and development of information technology and digital transformation:

+ Act as a standing member of the Ministry's Digital Transformation Steering Committee;

+ Research, develop, and apply information technology achievements and digital transformation in the culture, family, fitness, sports, and tourism industries;

+ Implement schemes and projects related to information technology application, digital transformation, and communications designated by the Government and as assigned by the Minister.

- Regarding information technology infrastructure:

+ Design, build, and deploy technical systems, network infrastructure, cloud computing infrastructure, and the internet of things to serve the direction and administration of Ministry Leaders;

+ Technical infrastructure management of the Ministry's electronic information portal; Technical connection point for agencies and units in the culture, sports, and tourism sectors;

+ Participate in plans to build information technology infrastructure for agencies and units under the Ministry; Provide technical guidance and coordinate with relevant agencies and units to inspect and effectively exploit the information technology infrastructure system of the Ministry and agencies and units under the Ministry;

+ Build, manage, organize, and operate software, systems, and application software, and ensure information connection between the Ministry and the information network of the Government, ministries, branches, localities, and relevant agencies and organizations.

- Regarding the management of digital databases and information systems on culture, family, sports, and tourism to serve the direction, administration, and state management of the Ministry:

+ Act as the focal point, manage, and exploit the information system and national database on culture, family, fitness, sports, and tourism according to information technology application programs and Vietnam's digital content industry according to legal regulations and assignments of the Minister;

+ Manage, exploit, and store the national database system and information system in the culture, sports, and tourism industry;

+ Coordinate with units under the Ministry to exploit, manage, provide, and integrate electronic information systems for units under the Ministry.

- Regarding ensuring network information security:

+ Preside and coordinate with relevant agencies and units to ensure network information security and the Ministry's information system according to the provisions of law;

+ Appraise technical expertise on network information security in information system design documents of the Ministry and organizations researching and applying science and technology on network information security according to the provisions of law and assignment of the Minister;

+ Guide, inspect, monitor, and evaluate the work of ensuring network information security of units under the Ministry according to regulations; organize response to network information security incidents according to the provisions of law; coordinate with professional agencies to implement plans to protect and prevent conflicts in information systems and overcome information conflicts on the network within the scope of the Ministry's management.

- Regarding the administration and operation of the Ministry's electronic information portal:

+ Take charge of building, managing, maintaining, and developing the activities of the Ministry's electronic information portal;

+ Receive and organize the editing and updating of information content on the Ministry's electronic information portal;

+ Receive feedback, recommendations, and complaints from organizations and individuals through the Ministry's electronic information portal; classify and transfer them to relevant units under the Ministry for handling according to the provisions of law;

+ Coordinate with units under the Ministry to integrate and maintain the unit's component information pages on the Ministry's electronic information portal;

+ Organize news reporting and synthesis of news (in the following forms: writing, images, clips, radio, and television news) on the activities of the Ministry, the Ministry's leaders, and the culture, sports, and tourism sectors both domestically and abroad.
